PURPOSE:To record a still picture of a traveling body without deterioration by increasing a picture read speed by dividing two-dimentionally arranged solid image pickup elements into a few blocks and by externally transferring a picture signal for one frame, block by block, successively. CONSTITUTION:Image pickup device 103 where solid image pickup elements are arrayed in two dimensions can move the charge, stored by photoelectromotive force generated in accordance with the quantity of incident light, successively synchronizing with a clock signal. By clock signal 120, 130 and 140 from pulse control circuit 102, 32 lines from the 1st block B1 to the 8th block B8 are scanned successively. A picture signal read out by the scan is sent, block by block, to sample holding circuits 107 and 108 and converted by A/D converters 109 and 110 into digital picture signals, which are stored in memories 111 and 112.
