CONSTITUTION:An n-multiplicator 11 multiplies the wind velocity signal v by n times, an arithmetic unit 14 approximately calculates the efficiency of the windmill with the ratio V/v of the windmill velocity V and the wind velocity v. The output of the multiplicator 11 and the output of the arithmetic unit 14 are multiplied by a multiplicator 12 as a target output value, and the load selector 6' is controlled with the target output value and the output of an actual load detector 17. When the ratio V/v becomes lower than the high efficiency value km, the motor 4 is driven to accelerate the windmill velosity V so as to approach the V/v to km. Thus, it can apply a load meeting the capacity of the windmill and enables stable operation thereof.
