In case some fault is detected, switch controller 27 switches first using/stand-by system 11. And if the output is abnormal yet, the switching is given to the using/stand-by system of the next step. As a result, the installation of the fault detector circuit will do just at one area in the system containing the using/stand-by switching system featuring the vertical system.
