Further, with the redelivery packet number greater than the upper limit number 11 of the table 10, the line quality is judged as defective, shortening the delivery packet length, and with smaller redelivery packet number than the lower limit value 12, the quality is judged as excellent, enlarging the delivery packet length within the permissible range of the overall memory capacity.
