PURPOSE:To enable to form the test connection path between the tested subscriber and the test unit, whthout giving greater hindrance on the operation of maintenance, by combinating the two stage link and the dual circuit. CONSTITUTION:All the subscribers accommodated in the exchanger 4 are sectioned into a plurality of line groups, the subscriber lines in the groups are multiply concentrated 15 in the unit of line number allowable as the test line less in traffic so that the lines can be one line at the same time, the connection paths constituted with the two stage links 16 and 18 are equipped in group unit between the subscriber line unit 14 concentrated and a plurality of test units 6 to 9, a part of the two stage links are constituted as multiple 17 with a part of the two stage links equipped with other groups correspondingly, enabling to connect the tested subscriber lines and the test units 6 to 9 at the test of subscriber line.
