CONSTITUTION: At a No. 1 rear labyrinth packing part 1 of a high pressure turbine 200 and a No. 1 rear labyrinth packing part 2 of a medium pressure turbine 300, and at the aforesaid parts where a large heat stress generates at a rotor surface and a bore 3 of them, a control system 100 provides a most suitable rising speed rate 4 and a most suitable valve switching time 5 to a governor 10 and a most suitable load change rate 6 to an ALR 7 as the respective set values. The control system 100 gives a synchronous input premission instruction 15 to a synchronous input function 14 after judging the possibility of a load synchronous input on the basis of the heat stress. The possibility of switching the valve will also be judged from a heat stress point of view when arriving at a valve switching point, and a valve switching permission instruction 55 can be given to the governor 10.
