Anode electrodes 10 of disk-like circular cylinder are fixed on both end surfaces of the fuel rod 2, and an cathode 12 is penetrated at the center part of the axis of a cladding tube 2. A graphite film is formed in the inner surface of the cladding tube 2 by means of impressing DC voltage between an anode 10 and a cathode 12, and of being rotated the fuel cladding tube 2.
