PURPOSE:To make it possible to transmit and receive plural digital signals having a low-level transmission speed to improve the economization of transmission bands and the flexibility of the system by arranging frame signals of each channel in a fixed order on multiplexed signals. CONSTITUTION:Sending part SEND1 generates signal CH1, and frame signal F1 is added to signal CH1 in frame insertion part FINS1, and signal CH1+F1 is sent to multiplexer MUM. In respect to signals CH2 to CH4, frame signals F2 to F4 are added respectively similarly. Then, MUX synthesizes phases of digital signals of four channels and generates a multiplexing signal and transmits this signal to a line. In the receiving side, frame synchronizing circuits SYNC1 to SYNC4 and receiving parts REC1 to REC4 which are provided independently for each channel are used to separate and receive signals of each channel.
