SOLUTION: An on-off valve 5 of a solenoid valve is provided on a line between an accumulator 3 and a discharging line 2 of a hydraulic pump 1. The whole valve driving circuit 7 for switching the on-off valve 5 is constituted of a computer placed on a construction machine such as a hydraulic shovel and an electric circuit or a circuit for putting or shutting a power source by the input. When the oil temperature detected by an oil temperature sensor 6 is not more than the prescribed temperature, the on-off valve 5 is held in the shut-off position.
