An electromagnetic safety valve provided in a fuel supply path to a burner, a timer circuit, and a thermoelectric element connected to a coil of the electromagnetic safety valve and heated by the burner, and interlocked with ignition operation. The electromagnetic safety valve that has been opened is held in the open state by the operation of the timer circuit for a certain time until a predetermined electromotive force is generated from the thermoelectric element, and when the predetermined electromotive force is generated, the electromagnetic safety valve is opened by this electromotive force. In a state in which the burner is maintained in a state of continuing combustion, a circuit for supplying a current in a direction of canceling the electromotive force of the thermoelectric element is provided, a switching element is interveningly connected to the circuit, and charging is performed only during a fire extinguishing operation. Alternatively, a combustor manufacturing apparatus is characterized in that a capacitor to be discharged is provided and the switching element is made conductive by charging or discharging the capacitor.
