出力するメモリ書き込み制御器と、前記メモリ書き込み
制御器から出力された画像データを蓄えるフレームメモ
リと、前記フレームメモリから出力される画像データを
フレーム内符号化及びフレーム間符号化する高能率符号
化器を備えた動画像符号化装置。1. A scene change detector that determines the presence or absence of a scene change by checking the correlation between consecutive frames of a quantized moving image, and an instruction from the scene change detector when there is no scene change. A memory write controller that outputs the image data of the frame, outputs a part of the image data of the frame immediately after the scene change when the scene change occurs, and when the inter-frame coding is performed across the scene change.
