きベクトルを受けて、画素動き補償符号化を行い、ブロ
ック毎に符号化信号と局部復号信号を出力する。選択回
路6では、ブロック符号化回路3と画素動き補償符号化
回路4とから符号化信号を受けて、符号量を比較し符号
量の少ない方を選択し出力端子8から出力する。選択回
路7では、選択回路6が選んだのと同じ方の局部復号信
号を選択しフレームメモリ5に出力する。この第11f
