Calculating a charging rate of the battery;
when the position of the hybrid vehicle is near a low emission zone that requires the internal combustion engine to be stopped and the charging rate is equal to or higher than a lower threshold, when the reliability is equal to or lower than the reference value, stopping the internal combustion engine and outputting power for running only by the electric motor;
