前記ハウジングの開口に取り付けられたハウジングカバーと、
シャフトを挿通する円筒状の1つのコイルと、
前記シャフトを挿通して対向配置された2つの固定鉄心と、
前記コイルの内側に対向配置された2つの可動鉄心と、
前記コイルが励磁されたときに前記可動鉄心と前記シャフトとを係合するロック機構と、
前記可動鉄心を初期位置に吸着する2つの永久磁石と、
前記可動鉄心と前記永久磁石との間に配置された2つのストッパとを備え、
前記ストッパとハウジングまたはハウジングカバーとの間には磁気ギャップが形成されていて、
前記コイルが非励磁のときは前記永久磁石から前記可動鉄心と前記固定鉄心を通る第1の磁路が形成され、
前記コイルに所定方向に電流が流れることにより前記コイルが励磁されると、該コイルから前記2つの可動鉄心と2つの固定鉄心を通る第2の磁路が形成され、
前記第2の磁路が形成されると、第2の磁路と磁束の方向が同じ第1の磁路は、前記永久磁石から前記磁気ギャップを通り前記可動鉄心を通らない第3の磁路に切り替わり、
