サービスまたはサービスを提供するための装置に障害が発生したことを通知する警報情報と、当該警報情報に関連する、加入者情報、装置情報、ネットワーク情報、工事情報、事故情報、および対応経緯の情報を含む関連情報とを受信する警報受信部と、
前記警報情報と前記関連情報に基づいて障害情報の周知が必要であるか否かを判断し、障害情報の周知が必要な場合は、前記警報情報と前記関連情報に基づいてサービス毎に前記障害の影響度合いを求め、当該影響度合いに基づいて、前記障害に関する障害情報の周知対象および周知手段を決定する周知対応判断部と、
前記周知対象に対して前記周知手段により前記障害情報を周知する障害情報周知部と、を有し、
前記周知対応判断部は、前記周知手段に応じた雛形にパラメータを適用して前記障害情報を作成する
