DPI検査部24、34は、領域#1~領域#3において無線通信を行う上で必要な消費電力に関する条件情報が記述されている場合において、ステップS11において、無線端末2の移動速度に関する状況情報を取得した場合には、これに応じて検査対象領域を制御することができる。かかる場合において無線端末2の移動速度が速い場合には、当該無線端末2を中心とした周囲の建物の環境が単位時間当たりで高速に激変し、その結果、無線端末2を中心とした通信環境も激変することとなる。かかる場合には、即座に通信環境が変化するために20段階に至るまで細部まで分類された消費電力を読み取ってもあまり意味はなく、それぞれの消費電力が時系列的にどのように変化するかについての情報も同様に意味をなさないため、領域#1における消費電力の3段階の分類が分かれば、2種以上の無線通信ネットワークの何れかを選択する上で十分である。従って、無線端末2の移動速度が速い場合には、領域#1のみ検査し、残りの領域#2~領域#3は検査しないことで処理量を軽減させる。一方、無線端末2の移動速度が遅い場合には、当該無線端末2を中心とした周囲の建物の環境が単位時間当たりでほとんど変化しないため、無線端末2を中心とした通信環境も激変することなく電池も安定していることから、消費電力のレベルを細部まで読み取るとともに、消費電力が時系列的にどのように変化するかについてまで知ることで、何れの無線通信ネットワークが最適であるかをより高精度に判定することも可能となる。かかる場合には、領域#1~領域#3の全てを検査対象に含める。このようにして無線端末2の移動速度に関する状況情報に応じて検査対象を異ならせることで選択精度を維持しつつ、処理量を低減させることができる。

DPI検査部24、34は、領域#1~領域#3において分割するファイル数の限度に関する条件情報が記述されている場合において、ステップS11において、無線通信するパケットデータのデータサイズに関する状況情報を取得した場合には、これに応じて検査対象領域を制御することができる。かかる場合において無線端末2のパケットデータのデータサイズが大きい場合には、ファイル数の分割が必要となり、分割するファイル数の限度を細かいレベルまで確認する必要が出てくる。このため、領域#1に加え、少なくとも領域#2まで検査範囲を延長する必要が出てくる。必要に応じてファイル数の限度がファイルの分割方式との関係において異なるのであればその情報の取得も必要となり、領域#1~領域#3の全てを検査対象に含める必要が出てくる。一方、無線端末2のパケットデータのデータサイズが小さい場合には、ファイル数の分割は特段不要となり、分割するファイル数の限度を細かいレベルまで確認する必要も生じないことから領域#1のみの検査で十分である。このようにして無線端末2の無線通信するパケットデータのデータサイズに応じて検査対象を異ならせることで選択精度を維持しつつ、処理量を低減させることができる。
