図4は、スタンバイ状態にするリソース量の判定の説明図である。なお、図4に示す様に、サービス提供用ハードウェア群11の全リソース量を100とし、リソース量M1及びM2の計算時点におけるアクティブ状態、スタンバイ状態及び未使用状態それぞれのリソース量が60、25及び15であったものとする。例えば、判定したリソース量Mが0〜25の範囲であると、管理装置10は、単位期間後に、未使用状態からスタンバイ状態に遷移させる必要があるリソース量は無いと判定することができる。一方、リソース量Mが25より大きいと、判定したリソース量Mから現時点におけるスタンバイ状態のリソース量を減じた量だけ、単位期間後に、未使用状態からスタンバイ状態に遷移させる必要があると、管理装置10は、判定することができる。また、リソース量Mが、例えば、10であると、管理装置10は、スタンバイ状態のリソースが余剰であるとし、リソース量15だけスタンバイ状態から未使用状態に遷移させることができる。リソース量Mが負の値の場合も同様である。
