第1電極41と第2電極42とは、接触するチューブ材31の搬送に伴って従動回転する。なお、この例では、第1電極41と第2電極42とを回動自在に設けていることにより、例えば延伸率を製造中において変更する場合において、チューブ31が送出部62側に引っ張られても、チューブ材31の電極部材41aと電極部材42aとのそれぞれに対する摩擦が抑制され、その結果、チューブ材31の外表面の傷付きが抑制される。ただし、第1電極41と第2電極42とは、図4における反時計回りに回転自在に設けてもよい。また、第1電極41と第2電極42とは、回転駆動させてもよい。
