前記第1ニュースレターがスパムであると判定された旨が検知されると、前記スパムであると判定された前記第1ニュースレターの断片を含む第2ニュースレターを生成する生成部と、
前記モニタアカウントに、前記第2ニュースレターを配信する第2配信部と、
前記モニタアカウントにて前記第2ニュースレターがスパムであると判定された旨を検知する第2検知部と、
前記第2ニュースレターがスパムであると判定された旨が検知されなければ、前記第1ニュースレターのうちの前記断片以外にスパムと判定された原因があると推定する推定部と、
