前記公営競技に関する投票の処理を行う投票処理部と，
前記ユーザの投票に関する情報を記憶する投票情報記憶部と，
前記公営競技の競技結果の情報と前記投票情報記憶部に記憶した投票に関する情報とに基づいて，当選したユーザを判定する投票結果判定部と，
前記当選したユーザに対する決済処理を実行する決済処理部と，を備えており、
