サービスタンク59に供給される廃油は、廃油回収タンク51の上層から汲み上げられる。図2に例示するように、廃油回収タンク51に貯留される廃油は、水分濃度の高い下層の水層と、その上にあって水と油とがエマルジョン状態となっているエマルジョン層と、最上部にある水分濃度の低い油層との3層を成す。廃油回収タンク51内には、油に浮くフロートポンプ55が投入されており、このフロートポンプ55が油層の表面部分から油を吸い込み、サービスタンク59へ送り出す。フロートポンプ55の動作は、制御器71により制御され、それによりサービスタンク59内の油が適量に保持される。

廃油回収タンク51内には、さらに、比重式の液面センサ53が投入されている。液面センサ53は、油と水との境目、例えば油とエマルジョン層との界面を検知するものである。液面センサ53の検知信号は制御器71に送られる。制御器71は、例えば、液面センサ53の検知する界面が、設定された基準レベルに達すると、ポンプ57を作動させることにより、廃油回収タンク51の底から水分濃度の高い廃油を分離水タンク61へ排出させる。廃油回収タンク51が、施設に既存の設備である場合には、フロートポンプ55及び液面センサ53は、再生油製造装置102の一部として、他の機器と併せて導入されるものであってもよい。

油水分離器63も、上述の通り、高い油水分離能力を必要としないため、簡素な構造のもので足りる。油水分離器63には、油と水との境目を検知するセンサ67が設置されている。制御器71は、センサ67が油水の境目を検知すると、油水分離器63の下方に設置されるバルブ65を開くことにより、油水分離器63内の水を分離水タンク61に排出させる。これにより油水分離器63は、例えば50%程度の水分濃度の油を上方から排出する。バルブ65は、例えば電磁弁である。バルブ65の制御は、例えば、開放後一定時間の後に閉止させるタイマー制御であってもよい。制御器71は、各センサーの検知信号を参照しつつ、各機器を制御するものであり、例えばシーケンサ(プログラムロジックコントローラ;PLC)を含んでいる。制御器71は、操作者が各部の動作あるいは制御の仕方を設定することを可能にする操作パネル(図示略)を含んでいても良い。例えば、バルブ65の開放時間を操作者が設定し得るように、制御器71を構成することができる。

油水分離器63の上方から水分濃度の低い油が、ポンプ69により汲み出され、水分離器73に送られる。ポンプ69の動作は制御器71によって制御される。水分離器73にも、油水分離器63と同様に、油と水との境目を検知するセンサ75が設置されている。制御器71は、センサ75が油水の境目を検知すると、水分離器73の下方に設置されるバルブ77を開くことにより、水分離器73内の水を分離水タンク61に排出させる。これにより水分離器73は、例えば30%程度の水分濃度の油を上部から排出する。バルブ77の構造及び動作は、例えばバルブ65と同様である。

水分離器73の上方から水分濃度の低い油が、水分離器79に送られる。水分離器79にも、水分離器73と同様に、油と水との境目を検知するセンサ76が設置されている。制御器71は、センサ76の検出信号に基づき、水分離器79の下方に設置されるバルブ81を開くことにより、水分離器79内の水を分離水タンク61に排出させる。これにより水分離器79は、例えば1%程度の水分濃度の油を上部から排出する。バルブ81の構造及び動作は、例えばバルブ65と同様である。水分離器79が、吸収性ポリマーを含むフィルタを利用するものである場合には、当該フィルタは、適時に交換される。

水分離器79の上部からは、燃料として利用可能な再生油の水分濃度である約2%以下にまで水分濃度を低くした油が排出される。排出された油は、サービスタンク83に一時的に貯留される。サービスタンク83には、油の液面の上限付近に、油の液面を検知する液面センサ85が設置されている。制御器71は、液面センサ85が液面を検知すると、ポンプ69の運転を停止させることにより、サービスタンク83のオーバーフローを防止する。

タンクローリー等の搬送手段91により再生油を搬送するときには、ポンプ87と燃料改質器88とを動作させる。それにより、サービスタンク83内の油が燃料改質器88に送り込まれ、送り込まれた油は燃料改質器88により、再生油に改質される。再生油は搬送手段91に移送される。ポンプ87及び燃料改質器88は、例えば、搬送手段91の操作者が制御器71の操作パネルを操作することにより、動作を開始し、さらに動作を停止する。燃料改質器88により生成される再生油は、例えば再生油製造装置101のストレーナ23と同様のろ過器を通過させることにより、さらに良質の燃料油に改善した上で、搬送手段91に送り出してもよい。

なお、再生油製造装置102は、2段の水分離器73および79を有していたが、3段以上の水分離器を有していても良い。また、再生油製造装置102は、船舶内に発生する廃油を処理するものであってもよい。その場合には、再生油製造装置102は、船内に固定的に設置されたものであっても良く、必要なときに船内に導入されるものであっても良く、陸上に設置された設備であっても良く、あるいは、必要なときに船舶に接近して使用される陸上ないし水上の移動式の設備であっても良い。また、何れの形態であれ、再生油製造装置102を使用することにより、廃油を処理し、再生油を製造することは、本発明の再生油製造方法の具体例に該当する。
