前記絶縁継目を挟んで前記一方レールの前記踏切道と反対側に進出検知信号を送信する進出検知用送信手段と、
前記絶縁継目が設けられていない他方レールから前記接近検知信号を受信する接近検知用受信手段と、
前記他方レールから前記進出検知信号を受信する進出検知用受信手段と、
前記接近検知用受信手段による前記接近検知信号の受信状況に基づいて、前記踏切道への列車の接近を判定する接近判定手段と、
前記接近検知用受信手段による前記接近検知信号の受信状況、及び、前記進出検知用受信手段による進出検知信号の受信状況に基づいて、前記踏切道からの列車の進出を判定する進出判定手段と、
