第1の課題は、複数のデータリンク機器間での情報共有が不可能である点。それぞれのデータリンク機器が独自の仕様で設計されているために、情報共有できないのが現状である。また、災害救援活動を実施する上で共有すべき情報が整理されておらず、それぞれのデータリンク機器が独自のデータ仕様となっている点である。現状では、主にデータリンク機器を搭載した航空機の位置情報をデータリンクするのみとなっており、被災地に集結した各機体の性能・装備等に関する情報を共有できる体制にはなっていないことである。
第2の課題は、上述の各データリンク機器で取り扱うデータをあらゆる地点で共有できる体制が整備されていない点である。現状では、限られた地域のみでしか情報を共有することができないことである。
第3の課題は、地震などの大規模災害が発生した場合には、地上インフラが破壊されて通信媒体を確保することが困難になる可能性が高い点である。このことを踏まえ、共有すべきデータの送信方法の冗長度を高めることが必要となっている。
第4の課題は、多数の機体を同時に運航管理する体制が未整備である点。東海地震や首都直下型地震が発生した場合、被災地には数百機のヘリが災害救援活動に従事すると予想されるが、この多数の機体を同時に運航管理する体制構築が必要となっている。
しかし、これらの集結した機体に対して、どのように任務を振り分けるか明確になっていない。70機程度の機体が被災地内で活動した新潟県中越地震の際には、ホワイトボードなどを使用して情報共有を実施したが、東海地震などの大規模災害時にはこれらの手段では対応できないと考えられる。

本実施例のシステムでは患者搬送について次のような作動が想定される。

Wildfires have occurred at three locations, and several helicopters are fighting fires at the airport, heliport, and lake. One helicopter is commanding and monitoring, four helicopters are extinguishing, one helicopter is refueling at the airport, and the other helicopter is waiting at the heliport. . Such operational status is particularly useful for helicopters and disaster response headquarters where mission and surveillance activities, which are under the command of the field, are on duty.
本発明は、大規模災害発生時に救援活動を実施する省庁や、現地災害拠点(現地災害対策本部、医療機関、空港)、さらには災害救援活動者個人が利用するものであり、本発明を利用することにより、災害救援活動を実施している航空機の情報および災害救援活動に必要な情報を関係者間で情報共有することが可能となる。
また、本発明は、災害救援などの特殊状況での利用を念頭に開発されたものであるが、これに限らず、平常時における利用にも適している。例えば、航空機運航会社の運航管理、車両の管理、従業員管理等にも応用が可能である。
