基材24としては、例えば、ポリエチレンテレフタレート(PET)などの、電気絶縁性かつ可撓性を有する合成樹脂なる基材フィルムが挙げられる。
この他にも、例えば、フェノール樹脂、ユリア樹脂、メラミン樹脂、ポリテトラフルオロエチレン、ポリエチレン、ポリプロピレン、ポリスチレン、ポリエーテルサルフォン、ポリフェニレンスルフィド、PBT、ポリアリレート、シリコン樹脂、ジアリルフタレート、ポリイミドなどで構成することもできる。

次いで、図6(b)に示すように、カバー紙(ラベルあるいは印字紙とも言う)を配した基材121をロールR21から巻き出し、基材121と第2のデータキャリアインレット基材116とをロールR22にて合わせ、ラベル貼り部122にて、カバー紙30を非接触式データキャリアインレット21に貼り合わせる。
ラベル貼り部122は、各非接触式データキャリアインレット部を覆うように、合成紙からなるカバー紙30をスポンジやエアジェット圧を用いて所定形状に非接触式データキャリアインレット21を覆うように貼り付ける。 この後、ロールR11から供給された剥離紙はロール24にて巻きとっておく。
ここでは、第2のカバー紙付きデータキャリアインレット基材127は支持基材121aに保持されている。

このように、折り目61、62、63を設けておくことにより、折り曲げる際に、各データキャリアラベル部40への負荷をほとんどなくすことができる。
