前記水蒸気供給室の下部に設けられ前記水素極で生成した水素を系外に取り出す生成水素排出室と、
この生成水素排出室の下部に設けられ前記酸素極の雰囲気を調整し生成した酸素を取り出す酸素生成室と、
前記水蒸気電解セルの内側に配設され前記水素極に電解電流を供給する水素極弾性給電手段と、
前記酸素生成室の内部に設けられ前記酸素極に電解電流を供給する酸素極弾性給電手段とを有し、
前記水蒸気供給室と前記酸素生成室との間に絶縁層を介在させ、
