本発明は、鉄道線路や架線等の工事及び保守点検作業等に用いる保守用車が承認区間を逸脱しないように軌道上に設置したIDタグからの位置情報と、通告書からの承認区間情報とを照合し、承認区間を逸脱しないように監視する保守用車の承認区間逸脱防止装置に関するものである。

【従来の技術】
通常、列車の場合は左右の二本のレールどうしを当該列車が電気的に短絡させるので、信号機相互間の1閉塞区間内における抵抗値を測定することで、ある1閉塞区間内へ列車が進入したか否かを検知することが可能である。つまり、列車の位置検知を、1閉塞区間ごとに自動的に行うことが可能である。そして、ある1閉塞区間内へ列車が進入した場合は、後続の列車が進入しないように信号機及び分岐器等が自動的に切り換えられ、列車の衝突事故を自動的に防止するようにその運行が管理されている。

ところが、鉄道線路のレールやマクラギ交換、バラストの突き固め作業、架線の点検及び張り替え作業等の保守用車を用いる場合は、左右の二本のレールどうしを短絡させないように、保守用車に絶縁を施して走行しており、保守用車の位置を自動的に検知することは不可能である。これは、複数台の保守用車が同時に1閉塞区間ないへ進入して目的とする作業を行う場合も多く、また踏切に近い位置に保守用車が長時間停止して所定の作業を行う場合は踏切の遮断機が降りたままとなり、踏切と交差する一般道路の交通障害となるからである。更に、基地及び作業を行う場所との関係上、保守用車が列車の進行方向とは逆向きに線路上を走行(逆線走行)する場合があり、短絡走行させると踏切や信号設備などを損壊させる原因になることがあるからである。

このような保守用車使用における事故防止は、保守用車のオペレーターが保守用車の位置を確認しながら短絡走行と絶縁走行とを切り替えたり、指令及び駅員等と保守用車及び保守用車監督者等の双方の人間の間で行われる通信によって信号機や分岐器を切り替えたりしていた。つまり、人間の注意力のみに頼っており、ヒューマンエラーによる事故につながる可能性があった。

そこで、従来においては、特許文献1に記載されているように、鉄道線路内の短絡走行区間及び絶縁走行区間の起点と終点に、IDタグを設置し、保守用車側でこれに書き込まれた情報を非接触式で読み取って位置情報を取得し、自動的に短絡走行又は絶縁走行を切り替えるようにしている。

【発明が解決しようとする課題】
ところが、前記特許文献1及び2に記載された技術にあっては、単に保守用車の位置情報を鉄道線路内に設置したIDタグから非接触式で保守用車側で読み取り、絶縁走行と短絡走行の切り替えや信号機の切り替え等を自動的に行うものであった。そのため、保守用車がルート情報に沿って承認区間内を走行しているか又は承認区間を逸脱していないか等の判断を自動的に行うことができず、複雑に入り組んだ駅構内等の保線作業では、やはり指令・駅員等と保守用車監督者等の双方の人間の注意力のみに頼らざるを得ず、ヒューマンエラーの発生するおそれがあった。

本発明は従来の前記課題に鑑みてこれを改良除去したものであって、通告書のルート情報から取得した承認区間情報と、軌道上のIDタグから読み取った位置情報とを照合することで、複雑に入り組んだ駅構内であっても目的とする場所へ承認区間を逸脱することなく走行することができ、保守用車並びに駅構内における安全性を確保せんとするものである。

【課題を解決するための手段】
本発明が採用した請求項1の手段は、通告書の線別情報からルート情報を抽出して発行する通告書発行装置と、発行されたルート情報から承認区間情報を取得する承認区間入力装置と、軌道上に設置されたIDタグからの位置情報を読み取る位置情報読取装置と、前記承認区間入力装置からの承認区間情報及び位置情報読取装置からの位置情報を照合し、承認区間を逸脱している場合に警報及び制動指示を行う処理装置とで構成したことを特徴とする保守用車の承認区間逸脱防止装置である。
この発明にあっては、通告書発行装置で発行されたルート情報から承認区間情報を取得すると共に、軌道上に設置されたIDタグから位置情報を取得し、両情報を照合することにより、保守用車が通告書通りの走行を行っているかどうかを判定し、承認区間を逸脱している場合には警告又はブレーキ操作を行うようにしている。

【発明の実施の形態】
以下に、本発明の構成を図面に示す発明の実施の形態に基づいて説明すると次の通りである。図1乃至図3は本発明の一実施の形態に係るものであり、図1は保守用車の承認区間逸脱防止装置の全体構成を示すブロック図、図2は承認区間逸脱防止方法の手順を説明するための図面、図3はIDタグの配置例を示す駅構内の線路平面図である。図1に示す如く、本実施の形態に係る保守用車の承認区間逸脱防止装置は、保線区事務所内に設置される通告書発行装置1と、軌道上に設置されるIDタグ2と、保守用車3に設置される位置情報読取装置4,承認区間入力装置5,処理装置6及び警報装置7とで構成されている。

通告書発行装置1は、保線区事務所内に設置されたパソコン8を有している。パソコン8は、上位の保線作業管理コンピュータ(図示せず)等から送信されてくる保線作業指示書に基づいて通告書9を作成し、これを発行する。通告書9には、選別情報や保線作業の具体的な指示内容、目的地までのルート情報等が記載されている。またパソコン8では、前記通告書9からルート情報を抽出してICカード等の記憶媒体10へ書き込むようになっている。

一方、軌道上に設置されるIDタグ2は、マクラギ上に設置されており、東海道線や紀勢線,阪和線,環状線等の線区名と、各閉塞区間名と、上り線又は下り線,電留線,保材線等の線別と、各線区の起点からのキロ程等の位置情報が記録されている。またこのIDタグ2は、電磁変調波を受信することにより動作用及び応答用のエネルギーが与えられるようになっている。そして、このエネルギーはコンデンサーに蓄積され、受信が終了した後に蓄積された電荷によってデータ保持部に書き込まれている情報を発信するようになっている。

また保守用車3の読取装置4は、前記IDタグ2の出力信号を受信し、処理装置6へこれを出力する。更に、承認区間入力装置5は、前記ICカード10からの情報を保守用車のオペレータが、例えばカードリーダー等に読み取らせて通告書のルート情報を画面表示させる。ルート情報は、複数の線路を越えて目的地へ到達するような駅構内等では、各線路ごとに情報が記録されている。そのため、オペレータは、各線路ごとの承認された区間を随時処理装置6へ手動で入力するようにしている。これは、各線路を通過する度に、オペレータに確認をさせるためのものであるが、自動的に入力させるようにすることも可能である。

以上説明したように本発明にあっては、通告書の線別情報からルート情報を抽出して発行する通告書発行装置と、発行されたルート情報から承認区間情報を取得する承認区間入力装置と、軌道上に設置されたIDタグからの位置情報を読み取る位置情報読取装置と、前記承認区間入力装置からの承認区間情報及び位置情報読取装置からの位置情報を照合し、承認区間を逸脱している場合に警報及び制動指示を行う処理装置とで保守用車の承認区間逸脱防止装置を構成したから、保守用車が通告書通りの走行を行っているかどうかを判定し、承認区間を逸脱している場合には警告又はブレーキ操作を行うことが可能である。従って、この判定には、人間が入り込むことはなく、ヒューマンエラーの虞がない。
