【発明の属する技術分野】
本発明は、廃棄物を安定に熱分解させる熱分解装置及び制御方法に係わり、特に熱分解対象の含水率が大幅に時間変動する一般廃棄物を対象とするガス化溶融プラントにおける熱分解装置及び制御方法に関する。

【従来の技術】
近年、廃棄物の熱分解により可燃性ガス(以下、熱分解ガスと呼ぶ)と残留物としてのチャーを生成し、これらを燃焼させたときに得られる熱を前記熱分解や、チャー中不燃物の溶融スラグ化や、発電等に利用するガス化溶融プラントは、次世代型廃棄物処理プラントとして注目されている。その大きな理由は、最終廃棄物の排出量最小化と無害化が可能で、且つ燃焼排ガス中のダイオキシン、窒素酸化物、一酸化炭素等の有害物質も極めて低レベルに抑制できるなど、廃棄物処理に伴う環境負荷を軽減するための多くの長所を有することにある。

熱分解の安定運転を目的とした従来技術としては、タクマ技報(Vol.7,No.2,1999,p57〜67)に記載されている熱分解ガス化溶融システムがある。ここで用いられている方法は、熱分解装置に吹き込む加熱媒体(この場合、燃焼ガス)を一定温度に保った状態で、加熱媒体の流量を調整することで熱分解装置出口における加熱媒体温度を一定に制御する方法である。

また、廃棄物等の固体可燃物の燃焼装置として、特開平9−291285号公報に記載の燃焼装置がある。この燃焼装置は、熱分解部と燃焼部とに分け、熱分解部により固体可燃物を熱分解または部分燃焼させて可燃性ガスを生成し、そのガス質およびガス量を計測し、それらの値に応じた燃焼空気を燃焼部に供給するように構成し、また、ガス質と熱分解部に於ける可燃性ガス温度を検出して熱分解部への固体可燃物供給量や空気供給量を制御するように構成している。

【発明が解決しようとする課題】
しかし、前記したガス化溶融プラントは、含水率が大幅に時間変動する一般廃棄物を処理対象とする場合、本プラントの上記長所を十分に引き出すためにはプラントを構成する要素機器を安定して制御する必要がある。特に廃棄物中の含水率の変動の影響を直接受ける熱分解装置の制御が重要となる。

また、前記した熱分解ガス化溶融システムでは、チャーの品質を安定に維持することについて物理的根拠に乏しい。即ち、加熱媒体流量の調整により出口加熱媒体温度を一定に制御することと、安定なチャー品質を得るために必要なエネルギー(水分除去や熱分解のための)を廃棄物に伝達するということが必ずしも等価でないため、加熱エネルギーが過不足になる可能性がある。

加熱エネルギーの過不足により熱分解装置から排出されるチャー品質(特に炭素比=チャーに占める炭素分重量比)が不安定となると、種々の課題を考慮する必要がある。即ち、加熱エネルギーが不足するとチャーの炭素比が低下するため、チャーの流動性が悪化し、排出部の閉塞による運転継続が困難となる場合がある。逆に含水率が低下した場合には、チャーの炭素比が上昇するため、チャーの着火性が悪化し、燃焼溶融炉において燃焼効率の低下を招く恐れがある。また、炭素比が不安定になると、チャーの粉砕むらやカロリー変動による燃焼の不安定化、失火、排ガス中有害物質増加等々のトラブル発生の要因となる。

さらに、前記公報に記載の固体可燃物の燃焼装置は、可燃性ガス温度を検出して熱分解部への固体可燃物供給量や空気供給量を制御しているが、可燃性ガスの温度変動量を所定値以内に制御していないため、燃焼装置の高精度な加熱量制御がしにくく、燃焼装置に投入される固体可燃物の投入量が大幅に変動した場合、チャーの品質を安定させることが難しいという問題点がある。

本発明が解決しようとする第1の課題は、熱分解装置に投入される廃棄物の含水率が大幅に変動した場合でも、廃棄物が熱分解装置を通過する間に安定な水分除去と熱分解に必要なエネルギーを確実に廃棄物に伝達することで、熱分解装置から排出されるチャー品質(特に炭素比)の安定維持を可能とすることにあり、これにより熱分解装置の経済性と稼働率を向上できる制御方法を提供することを目的とする。

また、本発明が解決しようとする第2の課題は、分離独立した乾燥機と熱分解炉からなる熱分解装置においては、乾燥機と熱分解炉の適正な負荷分担維持を可能とすることにあり、これにより安全運転のための十分な運転マージンを確保し、かつ要素機器の小型化やコスト低減を可能とする制御方法を提供することを目的とする。さらに、本発明は特にガス化溶融プラントの熱分解制御に適用することで、熱分解装置のみならず燃焼溶融炉を含むプラント全体の安定化に寄与し、前記の従来技術における種々の問題を解決することでプラントの経済性と稼働率の向上と環境負荷の低減に貢献できる制御方法を提供することを目的とする。

【課題を解決するための手段】
前記目的を達成すべく、本発明に係る第1の廃棄物熱分解装置は、廃棄物を第1加熱媒体により加熱乾燥させる乾燥機と、第1加熱媒体の加熱前温度若しくは流量を調整することにより乾燥機から排出される該第1加熱媒体の加熱後温度を第1設定値に制御する乾燥機加熱量調整手段と、乾燥機排出廃棄物を受けて更に第2加熱媒体により加熱することで可燃性ガスと残留物に熱分解する熱分解炉と、第2加熱媒体の加熱前温度若しくは流量を調整することにより該熱分解炉から排出される該第2加熱媒体の加熱後温度を第2設定値に制御する熱分解炉加熱量調整手段とを有し、乾燥機から排出される第1加熱媒体の湿度を検出する湿度検出手段と、乾燥機へ投入する廃棄物流量を検出する廃棄物流量検出手段とを備え、検出された湿度及び廃棄物流量に応じて第1設定値を修正することにより、乾燥機の加熱量を修正する乾燥機加熱量修正手段を有し、可燃性ガスの温度を検出するガス温度検出手段を備え、検出されたガス温度に応じて第2設定値を修正することにより、可燃性ガスの温度変動量を所定値以内に制御する可燃性ガス温度制御手段を有し、第1設定値の修正量と第2設定値の修正量に応じて、第1設定値の修正量又は第2設定値の修正量を補正することにより、乾燥機と熱分解炉の負荷分担割合を適正化する乾燥熱分解協調制御手段を有することを特徴としている。

さらに、本発明に係る第2の廃棄物熱分解装置は、廃棄物を第1加熱媒体により加熱乾燥させる乾燥機と、第1加熱媒体の加熱前温度若しくは流量を調整することにより乾燥機から排出される該第1加熱媒体の加熱後温度を第1設定値に制御する乾燥機加熱量調整手段と、乾燥機排出廃棄物を受けて更に第2加熱媒体により加熱することで可燃性ガスと残留物に熱分解する熱分解炉と、第2加熱媒体の加熱前温度若しくは流量を調整することにより熱分解炉から排出される該第2加熱媒体の加熱後温度を第2設定値に制御する熱分解炉加熱量調整手段とを有し、乾燥機から排出される第1加熱媒体の湿度を検出する湿度検出手段と、乾燥機へ投入する廃棄物流量を検出する廃棄物流量検出手段と、検出された湿度及び廃棄物流量に応じて第1設定値を修正することにより、乾燥機の加熱量を修正する乾燥機加熱量修正手段とを有し、熱分解炉加熱量調整手段は熱分解炉から排出される残留物の温度を検出する残留物温度検出手段と、検出された残留物温度に応じて第2設定値を修正することにより、残留物の温度変動量を所定値以内に制御する残留物温度制御手段を有し、第1設定値の修正量と第2設定値の修正量に応じて、第1設定値の修正量又は第2設定値の修正量を補正することにより、乾燥機と熱分解炉の負荷分担割合を適正化する乾燥熱分解協調制御手段を有することを特徴としている。

前記した本発明に係る第1、第2の廃棄物熱分解装置において、所定値は、450±50℃であることが好ましく、このような温度範囲に可燃性ガス温度及び廃棄物温度を制御することにより、チャー品質(特に炭素比)を安定させることができ、これにより熱分解装置の経済性と稼働率を向上できる。

【発明の実施の形態】
以下、本発明に係わる第1の実施形態である廃棄物熱分解装置及びその制御方法について、図面を用いて説明する。
図1は、ガス化溶融プラント1000とその主要装置である熱分解装置(本実施形態では燃焼溶融炉23を除く部分を示し、乾燥機1及び熱分解炉6とその関連機器からなる)を制御するための制御装置100を示す。通常の熱分解装置としては種々の制御機能を有するが、本図ではチャー品質の安定化に特に重要となる制御機能を示す。図中の制御装置100において細線は従来の制御機能を示す部分であり、太線は本発明として追加した制御機能である。但し、ここでは制御方法を理解し易くするために制御機能をブロック図で示したが、実際には制御室内に設置されるメインコンピュータ若しくは各機器の傍等に配置されたコントローラで実現されている。

制御方法を説明する前に、まずガス化溶融プラント1000について説明する。廃棄物2はコンベアやスクリューフィダ等(図示しない)を介して、まずロータリ式の乾燥機1の一端から投入される。投入された廃棄物2は乾燥機内を搬送される間に、空気加熱器3で予め加熱された加熱後乾燥用空気4(乾燥用加熱媒体)から熱エネルギーを受けて、廃棄物中の水分が10%程度となるまで乾燥され、乾燥機1の他端から乾燥廃棄物5として排出される。本乾燥廃棄物5はさらにコンベアやプッシャ等(図示しない)を介してロータリ式の熱分解炉6の一端から投入される。投入された乾燥廃棄物5は、熱分解炉内を搬送される間にドラム7の外周に設けたジャケット8を通過する高温の燃焼ガス57(熱分解用加熱媒体)から熱エネルギーを受け、残留水分が蒸発されるとともに熱分解により可燃性ガス(熱分解ガス)10と不燃物を含むチャー11に分離され、他端から排出される。但し、上記可燃性ガス10には可燃ガスとしての一酸化炭素、水素、軽質ガス及び重質ガスの他に、不燃ガスとしての二酸化炭素、蒸発水及び熱分解生成水等も含まれる。

一方、上記チャー11は可燃物としての炭素、水素、酸素の他に、不燃物としての灰分、ガレキ、金属等からなる。熱分解炉6から排出された可燃性ガス10の一部は燃焼用ガス12として燃焼器13に導かれ、乾燥機出口空気14とともに燃焼し、前述のように高温の燃焼ガス9となる。この燃焼ガス9は後述の冷却用空気46と共に前記熱分解用加熱媒体57としてジャケット8に供給され、熱分解用のエネルギーとして寄与する。さらに、ジャケット8を出た低温燃焼ガス15の一部は前記空気加熱器3において乾燥用空気16を加熱して前記加熱後乾燥用空気4を得るための空気加熱用ガス17として利用される。また、上記低温燃焼ガス15のうち空気加熱用ガス17を分流した残りの空気加熱器バイパスガス18は、空気加熱器3を通過することで温度低下した空気加熱後燃焼ガス19と合流し、排ガス20となる。

なお、空気加熱用ガス17と空気加熱器バイパスガス18の流量配分は、それぞれの経路に設けられた空気加熱器ダンパ21とバイパスダンパ22の開度で決まり、両ダンパは後に詳しく説明する乾燥機出口空気温度制御機能により操作される。一方、熱分解炉6から排出されたチャー11は燃焼溶融炉23にて高温燃焼することにより燃焼ガス中のダイオキシンが分解される。また、チャー11に含まれる前記不燃物は溶融スラグ化され炉外に排出され、水冷却により固化スラグ24として排出される。また熱分解炉6から排出された前記可燃性ガス10の一部を燃焼溶融炉23の補助燃焼用ガス25として利用する。

さらに、前記の排ガス20を燃焼溶融炉23に導いて、燃焼用空気の一部として利用したり、炉内燃焼ガスの冷却用として利用し、最後にチャー燃焼排ガスとともに排ガス処理によりガス中の窒素酸化物や硫黄酸化物を除去したのち大気放出ガス26として排出する。このように本ガス化溶融プラント1000は、高温燃焼によりダイオキシンの発生量を極めて低レベルに抑えられるとともに、チャー中不燃物を固化スラグ24とすることで最終処分量を最小化できるなど、環境負荷を大幅に軽減できることが次世代型廃棄物処理プラントとして注目されている所以である。

次に、同じく図1を用いて本実施形態である制御装置100における温度制御機能を有する制御手段について説明する。まず従来の加熱量調整手段である、乾燥機出口空気温度制御手段30とジャケット出口ガス温度制御手段40について説明する。
乾燥機出口空気温度制御手段30としては、基準目標温度設定手段31、減算手段34、比例積分演算手段35、空気加熱器ダンパ開度演算手段36、バイパスダンパ開度演算手段37からなる。以下、これらの働きを順に説明する。

基準目標温度設定手段31は、乾燥機出口空気温度の基準目標温度TA2Rを設定するためのものである。この基準目標温度TA2Rは乾燥機1へ投入される廃棄物2の含水率SW1が標準値である場合に、乾燥機から排出される乾燥廃棄物5の含水率が所定値SW2Rとなる温度である。減算手段34は、前記目標温度TA2Rから温度計39で計測した乾燥機出口空気温度TA2を減算することで温度偏差ETA2を算出するためのものである。

比例積分演算手段35は、上記温度偏差ETA2を次式(1)にしたがって時間経過とともに比例積分することで、空気加熱器ダンパ21とバイパスダンパ22を操作するための基本操作量AS(第1設定値)を算出するためのものである。

次に、もう一つの従来手段であるジャケット出口ガス温度制御手段40について説明する。ジャケット出口ガス温度制御手段40としては、基準目標温度設定手段41、減算手段43、比例積分演算手段44からなる。以下、これらの働きを順に説明する。
基準目標温度設定手段41は、ジャケット出口ガス温度の基準目標温度TG2Rを設定するためのものである。この基準目標温度TG2Rは熱分解炉6へ投入される乾燥廃棄物5の含水率SW2が標準値である場合に、熱分解炉6から排出されるチャー11の炭素比RCHが所定値RCHRとなる温度である。

減算手段43は、前記目標温度TG2Rから温度計42で計測したジャケット出口ガス温度TG2を減算することで温度偏差ETG2を算出するためのものである。比例積分演算手段44は、上記温度偏差ETG2を次式(4)にしたがって時間経過とともに比例積分することで、燃焼ガス9の冷却用空気46の流量を調整するための冷却用空気ダンパ45の操作量AC(第2設定値)を算出するためのものである。

次に、本発明の実施部分である熱分解ガス温度制御手段50について説明する。図1の太線で示す熱分解ガス温度制御手段50は、熱分解ガス12の温度を一定に維持するよう動作する。本発明の根拠は、実機運転結果や動特性シミュレーション結果に基づくもので、廃棄物の含水率や流量が変動した場合でも熱分解ガス温度を一定に制御することでチャー炭素比が極めて安定に維持できることにある。熱分解ガス温度制御手段50は、目標熱分解ガス温度設定手段51、減算手段52、比例積分演算手段53、加算手段54、からなる。以下、これらの働きを順に説明する。
目標熱分解ガス温度設定手段51は、熱分解ガス温度の目標温度TPGRを設定するためのものである。この目標温度TPGRは熱分解炉6へ投入される乾燥棄物5の含水率SW2が標準値である場合に、熱分解炉6から排出されるチャー11の炭素比RCHが所定値RCHRとなる温度である。

減算手段52は、前記目標温度TPGRから温度計55で計測した熱分解ガス温度TPGを減算することで温度偏差EPGを算出するためのものである。比例積分演算手段53は、上記温度偏差EPGを次式(5)にしたがって時間経過とともに比例積分することで、ジャケット出口ガス温度基準目標値TG2Rを修正するためのガス温度修正量ΔTG2Sを算出するためのものである。

加算手段54は、上記の比例積分演算手段53にて算出されたガス温度修正量ΔTG2Sを前記ジャケット出口ガスの基準目標温度TG2Rに加算することで、修正後目標温度TG2Sを決定するためのものである。

次に、図2を用いて制御装置100における熱分解ガス温度制御手段50の動作とその効果を具体的に説明する。図2においては、通常運転で外乱として想定されるように乾燥機投入廃棄物含水率SW1がステップ状に変動した場合の従来技術と本発明による制御結果であるプラントを示す。本例は、太い実線で示すように乾燥機投入廃棄物含水率SW1が時刻t1において基準値からステップ状に上昇し、時刻t2においてステップ状に基準値以下まで降下し、時刻t3においてステップ状に元の基準値に戻る場合である。

本例において、まず、従来技術を適用した場合について説明する。乾燥機投入廃棄物含水率SW1が時刻t1で上昇すると、乾燥機排出廃棄物含水率SW2もある程度の遅れを伴って上昇する。逆に、乾燥機投入廃棄物含水率SW1が時刻t2で低下すると、乾燥機排出廃棄物含水率SW2は同様に遅れを伴って低下する。これは、乾燥機出口空気温度TA2を一定に保つように、操作量としての空気加熱器ダンパ開度AAを調整することで乾燥機入口空気温度TA1を増減させ、乾燥機1の加熱量を調整した結果ではあるが、排出廃棄物含有率SW2を一定に維持できていないことを示す。このような乾燥機排出廃棄物含水率SW2の変動は、熱分解炉6に対しても外乱となり、次のような悪影響を与える。即ち、前述のように従来技術ではジャケット出口ガス温度TG2を一定とするように制御するが、結果的に熱分解炉6の加熱エネルギーが過不足となり、熱分解ガス温度TPGが大きく変動する。その結果、熱分解炉から排出されるチャーの温度TCHや炭素比RCHが大きく変動してしまう。

乾燥熱分解協調制御手段80は、図4に示すように、前述の乾燥度安定化制御手段70において、(10)式で算出される乾燥機出口空気温度修正量ΔTASFと、熱分解ガス温度制御手段50において、(5)式で算出されるジャケット出口ガス温度修正量ΔTG2Sとを用いて算出した補正値ΔTMDをもって、乾燥機出口空気温度修正量ΔTASFを補正することで乾燥機1と熱分解炉6の負荷を適正化する働きをする。即ち、乾燥熱分解協調制御手段80は、2つの修正量ΔTASFとΔTG2Sが、それぞれ乾燥機1と熱分解炉6の負荷度合を表わすことに着目して構成したもので、これから算出される補正値ΔTMDをもって乾燥機1の負荷を調整することで、結果的に熱分解炉6との負荷分担を適正化する。以下、図5と図6を用いて更に詳しく説明する。
