本発明は、水道施設の設備稼働状態監視システムに関するものである。

【従来の技術】
水道施設における設備稼働状態の監視は、ライフラインである水道水の安定供給の観点から重要な業務である。特に、地方自治体においては、地形や水源の規模などの条件から供給人口に対し、多数の水道施設を確保しなければならない。加えて、水道施設には小規模のものが点在し、それらの施設は大部分が無人である。従って、設備稼働状態の監視業務は、管理担当者が現場の施設を一カ所毎に巡回しなければならず、大きな負担となっていた。

水道施設の設備稼働状態を監視するシステムとしては、従来、専用回線によるテレメータ信号を用いて集中監視するシステムが知られている。例えば図12に示すように、設備情報監視システム10は、中央監視装置と各現場施設A、Bの間に専用回線を設ける。中央監視装置のテレメータ(親局)13に現場施設のテレメータ装置(子局)12が接続される。各種計装機器11の検出信号が現場施設A、Bのテレメータ装置(子局)12から中央監視装置のテレメータ(親局)13に送信される。中央監視装置ではテレメータ(親局)13で受信した監視信号をサーバ14で順次収集し、サーバ14に蓄積された監視信号を処理する。

また、中央監視装置から各現場施設に電話回線でリモートアクセスすることにより設備稼働状態を集中監視するシステムがある。例えば図13に示すように、設備情報監視システム20は、各現場施設A、Bと中央監視装置との間に電話回線によるネットワークを形成する。各種計装機器21からの監視信号は、入出力装置22を介して各現場施設内のサーバ23に蓄積される。中央監視装置では、中央サーバ24から各サーバ23に直接接続(リモートアクセス)することで監視データを取得して処理する。

【発明が解決しようとする課題】
しかしながら、このような従来の設備情報監視システムでは、中央監視装置と各現場施設の間で監視情報を直接送受信することから、各現場施設と中央監視装置との間の距離が離れるに従って回線を確保しにくくなり、通信費用が大きくなる。
また、中央監視装置に高価なサーバを設置することが必要で、監視システムの維持・管理の負担が大きい。

これに対し、最近では、中央監視装置のコンピュータをインターネットを介して現場施設のメールサーバに接続して電子メールにより設備の稼働状況を監視する設備情報監視システムが提案されている。
この種のシステム30は、図14に示すように、各現場施設A、Bにメールサーバ33が設けられる。各種計装機器31の検出信号は、入出力装置32からメールサーバ33に送られる。メールサーバ33は、計装機器31の検出信号に基づいて電子メールを作成し、サーバ内のメールボックスに保管する。
中央監視装置からメールサーバ33に蓄積された電子メールをインターネットを介してパソコン34で受信し、監視情報をチェックする。

ところが、このような電子メールを用いる設備情報監視システムにおいては、現場施設ごとに電子メールを保管するメールサーバを置くため、システム導入時の設備コストが大きく、また、メールサーバの維持・管理の負担が大きい。このため、遠隔地に点在する現場施設の監視には向かないという問題があった。

本発明は、上記の点に鑑みなされたもので、信頼性が高く、導入および維持・管理の負担が小さく、しかも、異常時には迅速な対応ができるように、確実に直ちに管理担当者へ報知されるようにした水道施設の設備稼働状態監視システムを提供することを目的としている。

【課題を解決するための手段】
本発明の水道施設の設備稼働状態監視システムは、上記の目的を達成するため次の手段を採った。すなわち、設備の計装機器の検出信号を入力する入力装置と、該検出信号をデジタル処理可能な信号に変換する変換装置と、検出信号を数値化してデータファイルを作成するCPUと、記録装置と、所定のメールアドレスへ正常データメールまたは異常データメールを自動送信する通信装置とからなるロギング装置を各水道施設に設け、該ロギング装置は検出データを基準データと比較して正常データまたは異常データの判断を行って正常データメールまたは異常データメールを自動作成するものであり、前記メールアドレスは、異なるインターネットサービスプロバイダの商用メールサーバの複数に設定され、それぞれ、正常な稼働状態を知らせる正常データメールアドレスと異常な稼働状態を知らせる異常データメールアドレスとが設定されており、さらに、該異常データメールアドレスにはメール本文を複製して転送する携帯端末の専用アドレスが設定されており、前記商用メールサーバから正常データメールまたは異常データメールを受信して前記設備の稼働状態を監視する中央監視装置の他に、異常時には前記携帯端末へ自動的に異常データメールが送信されるようにしたことを特徴としている。

本発明の水道施設の設備稼働状態監視システムによると、設備の稼働状態を知らせる電子メールを現場施設で作成してインターネットサービスプロバイダ(以下、ISPという。)に送り、ISPの商用メールサーバに保管する。すなわち、各現場施設に電子メールを保管するためのサーバを置かず、ISPの商用メールサーバを電子メールの保管先として利用する。これにより、現場施設の電子メールの維持・管理の負担が大幅に軽減され、監視システムの構築が容易になる。

ISPの商用メールサーバは、通常、システムの安定性に優れ、セキュリティ対策も万全で信頼性が極めて高い。したがって、本発明の水道施設の設備稼働状態監視システムは、特定のISPの商用メールサーバを単独で利用すれば足りる。しかしながら、ISPのシステム障害などの不測の事態が生じた場合には、商用メールサーバが停止し、電子メールの送受信が行えなくなることも想定しうる。そこで、本発明では、前記商用メールサーバを少なくとも2以上設定し、同一の電子メールを複数のルートで送受信することを提案する。これにより、設備情報の監視データが分散されて商用メールサーバに保管されるので、システム障害のリスクが軽減され、監視業務の信頼性を大幅に向上させることができる。

商用メールサーバの設定方法については、特定のISPと接続契約を結ぶことによりメールアドレスを取得すればよい。ISPによって自動的に付与されるアドレスをそのまま使用してもよいし、このシステムの管理担当者が独自に決めたアドレスを用いてもよい。

また、商用メールサーバを2以上設定する場合は、2以上のISPと接続契約を結ぶことで足りる。ISP毎に商用メールサーバが異なるため、それぞれのサーバ毎に異なるメールアドレスを取得することになる。
なお、ISPが商用メールサーバを複数所有する場合には、それぞれ異なる商用メールサーバにメールアドレスを設定することも可能である。

【発明の実施の形態】
以下、本発明の実施の形態を図面に基づいて説明する。図1は、水道施設の設備稼働状態監視システム100の全体構成を示す。設備稼働状態監視システム100は、現場施設A、Bに計測機器51(検出手段)、ロギング装置52(メール作成手段兼メール送信手段)が設けられる。プロバイダA、B(ISP)には商用メールサーバ53が設けられる。設備の管理担当者の操作する端末としては、中央監視装置54(監視手段)および携帯端末55(監視手段)が設けられている。

図2に示すように、計装機器51により各現場施設A、Bの設備稼働状態を検出し(ステップS1)、ロギング装置52で設備稼働状態を知らせる電子メールを作成する(ステップS2)。そして、ロギング装置52から商用メールサーバ53に電子メールを送信し(ステップS3)、商用メールサーバ53のメールボックスに保管する(ステップS4)。メールボックスの電子メールを中央監視装置54または携帯端末55で受信することにより(ステップS5)、現場施設A、Bの設備稼働状況を監視する。

設備稼働状態監視システム100には、プロバイダA、Bに電子メールの保管先となる商用メールサーバ53がそれぞれ別個に存在する。すなわち、同一の電子メールを複数の商用メールサーバで保管するようになっている。これにより、プロバイダA、Bのいずれかの一方でメール送受信に支障を生じた場合、他方の商用メールサーバ53によりメール送受信が確保され、設備の監視の信頼性が飛躍的に向上する。

現場施設A、Bは、遠隔地などの水道施設であり、原水流量、原水流入弁の開度、原水濁度、原水pH、ろ過抵抗、浄水池水位、配水池水位等が監視されることになる。現場施設の場所、数や種類等は任意に設定することが可能である。

計装機器51には、例えば、水位計、流量計、濁度計、温度センサ、pHセンサ等が用いられる。設備の稼働状態は、計装機器51によりアナログ信号、接点信号等で検出される。検出信号は、常時または所定の時間間隔でロギング装置52に送られる。

ロギング装置52は、図3に示すように、計装機器51からの検出信号を入力すると(ステップS11)、この検出信号に基づいて、設備の稼働状況を知らせる電子メールを自動作成する(ステップS12)。次いで、所定のプロバイダのアクセスポイントにダイヤルアップもしくは常時接続し(ステップS13)、商用メールサーバ53に電子メールを自動送信する(ステップS14)。
電子メールの送信後、ロギング装置52は全てのプロバイダにメール送信したか否か判断し(ステップS15)。送信されていない場合は、ステップS13に戻って未送信の商用メールサーバ53に同一の電子メールを送信する(ステップS14)。全ての商用メールサーバ53に電子メールを送信した後、ロギングを終了する。

ロギング装置52の電子メールの作成および送信のタイミングは、通常の場合、定期的(例えば1日1回)に行うように設定する。これにより、メール管理が煩雑にならず、監視業務が容易になる。

また、外部の電話からのコール信号に応じてロギング装置52が電子メールの作成および送信を行うようにしてもよい。例えば、ロギング装置52の警報接点入力がコール信号によりONになったとき、計装装置51の最新の検出信号に基づいて即時に電子メールを作成および送信するように設定する。これにより、緊急時に設備の稼働状況の変化を迅速かつ正確に知ることができ、状況に応じた的確な措置を執ることが可能になる。また、異常時は、自動的に電子メールを送信するため、中央監視装置から監視データを取得するための緊急の要求メールが不要となり、要求メールを判別する特殊なソフトウェアおよびメールサーバ、セキュリティー機能をもつ通信機器が不要となる。

電子メールは、メール本文(テキスト文)とデータファイルからなる。メール本文には検出信号を特定する情報が表示される。データファイルには計測機器からの検出信号が保存される。
データファイルは数値化された状態で電子メールの添付ファイルとして作成される。管理担当者は、数値化された監視データを取得することにより、異常発生時に至る過程や周辺の機器との因果関係など、詳細な状況を把握することができる。また、故障の予兆を把握することができるようになり、未然に防止対策を講じることができる。
なお、監視情報の種類によっては、メール本文を省略したり、または、データファイルの添付を省略することも可能である。

プロバイダA、Bは、現場施設A、Bおよび中央監視装置54の所在地に近いアクセスポイントを有する既存のISPから選定される。監視システムの安定性および信頼性を高めるため回線容量の大きいISPにするのが望ましい。例えば電話通信事業者、ケーブルテレビ事業者、衛星通信事業者等のISPが挙げられる。IPSは、営利団体に限らず、非営利団体のものであってもよい。

プロバイダA、Bのアクセスポイントへの接続回線には電話回線を利用する。所定のアクセスポイントに電話をかけることで、電子メールの送受信が可能になる。
なお、接続回線は、アナログ回線またはデジタル回線のいずれを用いてもよい。一般電話回線(アナログ回線)の他、携帯電話回線、ISDN、ADSL、ケーブルテレビ、有線放送の専用回線、光ケーブル回線等を用いてもよい。

商用メールサーバ53は、メールの送受信機能、メールボックス機能、メール管理機能およびメール転送機能を備える。プロバイダA、Bにより提供される電子メールサービスを利用することになる。
なお、商用メールサーバに加え、中央監視装置と同一の施設内にメールサーバを設置してもよい。また、商用メールサーバと同様の機能を有するものでればウェブサーバを用いてもよい。

商用メールサーバ53には、正常データメールアドレスと異常データメールアドレスが設定される。各メールアドレスはプロバイダA、Bと契約する際に取得する。このように2種のアドレスを設定することにより、メール内容を分析する特別なソフトウェアを必要としない。例えば、異常データメールのみが必要な場合には、管理担当者が異常データメールアドレスのみにアクセスするだけで、異常発生を知ることが可能になる。

また、商用メールサーバ53の異常メールアドレスには、異常データメールの転送先として携帯端末55の専用アドレスが設定される。これにより、異常発生の際は、携帯端末に異常データメールが転送され、商用サーバにアクセスすることなく、異常発生を知ることができる。

中央監視装置54は、パソコン本体、通信機器(モデム)、モニタ、キーボード、プリンタ等からなる。電子メール受信、監視信号グラフ化・表示、監視信号帳票作成、データ補完等のデータ処理機能を備えている。監視結果のグラフ、帳票などをモニタに表示し、必要に応じてプリンタにより印字出力する。
なお、中央監視装置54には、同様な機能を有するサーバやノートパソコンを用いてもよい。プリンタは、印字の必要がなければなくてもよい。パソコン本体やモデム等に電源を安定供給するため無停電電源を設けてもよい。

携帯端末55には携帯電話、ノートパソコン、PHS、電子手帳等の電子メール機能を備えた携帯機器が用いられる。携帯端末55の液晶モニタ等に監視結果のメッセージやグラフ等が表示される。

商用メールサーバ53は、ロギング装置52から電子メールを受信すると(ステップS21)、メールアドレスの種類によって正常データメールと異常データメールを分別する。

図4および図6に示すように、電子メールが正常データメールアドレスa1に送られると、商用メールサーバ53は、メールボックスに電子メールを保管する(ステップS22)。中央監視装置54から要求があると、メール閲覧を許可し(ステップS23)、中央監視装置54に電子メールを送信する(ステップS24)。

図5および図7に示すように、電子メールが異常データメールアドレスa2に送られると、商用メールサーバ53は、正常データメールアドレスa1と異なるメールボックスに電子メールを保管し(ステップS25)、予め設定した携帯電話等の携帯端末55の専用アドレスa3に電子メール(テキスト本文のみ)を複製して転送する(ステップS26)。次いで、携帯端末55に電子メールの着信を通知する(ステップ27)。
すなわち、電子メールは、商用メールサーバ53のメールボックスにテキスト本文およびデータファイル(添付ファイル)が保管され、携帯端末55の内蔵メールボックスに同一メールのテキスト本文のみが保管されることになる。
そして、中央監視装置54または携帯端末55からアドレスa2に要求があると、商用メールサーバ53は、メール閲覧を許可し(ステップS28)、メールボックスから中央監視装置54または携帯端末55へ電子メール(テキスト本文およびデータファイル)を送信する(ステップS29)。

次に、プロバイダA、Bの商用メールサーバ53から電子メールを受信する処理フローを図8および図9に示す。
中央監視装置54により電子メールを受信する場合、図8に示すように、まず、プロバイダAのアクセスポイントにダイヤルアップまたは常時接続し(ステップS31)、正常データメールおよび異常データメールの各アドレスa1、a2のメール着信状況を確認する(ステップS32)。メール着信があれば、中央監視装置54のパソコンに電子メールを受信し(ステップS33)、メール着信がなければ、そのまま後述のステップ34へ進む。

次いで、全ての商用メールサーバ53のメール着信状況をチェックしたか否かを判断し(ステップS34)、チェックが済んでいるときはそのままメール受信を終了し、済んでいないときは、ステップ31に戻って未チェックの商用メールサーバ53にダイヤルアップまたは常時接続し、以下同様の処理を繰り返す。このような手順により、プロバイダA、Bの商用サーバ53に保管される全ての電子メールが中央監視装置54に確実に受信されることになる。
なお、中央監視装置54によるメール受信の時期は、例えば所定の時刻に自動的に行うように設定する。

携帯端末55により電子メールを受信する場合は、携帯端末55を所持するメンテナンス員が商用メールサーバ53からのメール着信通知を受けた後、各自でメールチェックを行う。すなわち、図9に示すように、メンテナンス員は、商用サーバ53からの異常データメールの着信を通知する携帯電話の呼び出しをきっかけに、メール着信通知の発信元であるプロバイダに携帯端末55でダイアルアップ接続し(ステップS36)、異常データメールアドレスa2から自分宛の電子メールを受信する(ステップS37)。そして、新着メールの中より処置すべき電子メールを探し、添付されたデータファイルから異常原因を検討して必要な措置を執る。

複数のプロバイダA、Bからメール着信通知がある場合には、全ての商用メールサーバ53のメール着信状況をチェックしたか否かを判断し(ステップS38)、チェックが済んでいるときはそのままメール受信を終了し、済んでいないときは、ステップ36に戻って未チェックの商用メールサーバ53にダイヤルアップ接続し、以下同様の処理を繰り返す。なお、通常、各プロバイダA、Bの商用メールサーバの異常データメールは同一内容であるので、異常状況等に応じてメンテナンス員の判断によりステップ38を省略することもできる。

また、メンテナンス員は、メール着信通知を受けていない場合でも、必要に応じていつでも携帯端末55より商用メールサーバ53の電子メールを直接受信することができる。受信用のアドレス設定についても、一カ所に限定することなく、複数のアドレスから受信するようにしてもよい。

このように、設備稼働状態監視システム100によれば、現場施設A、Bの設備監視情報の保存先として商用メールサーバ53を利用し、中央監視装置54および携帯端末55から商用メールサーバ53に接続することで設備情報を監視する。これにより、現場施設A、Bに高価なメールサーバを導入しなくとも、信頼性の高い監視システムを構築することが可能になる。また、プロバイダA、Bに電話回線で接続して電子メールを送受信するため、遠隔地の現場施設であっても、回線の増設工事等の必要がなく、通信コストを抑えることができる。

次に、上記に説明したロギング装置52の詳細について図10および図11に基づいて説明する。本発明による水道施設の設備稼働状態監視システムを構築する場合、簡易な構成で維持・管理の容易なロギング装置を用いることが望ましいが、従来、このようなロギング装置は知られていない。そこで、本発明者らは、このシステムに適した専用のロギング装置60(=52)を開発した。

図10に示すように、ロギング装置60は、入力装置61、変換装置62、CPU63、記録装置64および通信装置65を備える。入力装置61は、現場施設を監視する計装機器からのアナログ信号や、ポンプ、警報装置などの接点信号を検出信号として入力する。変換装置62は、計装機器のアナログ信号をデジタル信号に変換するとともに、接点信号の検出を行う。

CPU63は、検出信号を数値化して記録装置64に格納するとともに、この数値化情報を基にデータファイルを作成する。また、電子メールにデータファイルを添付し、通信装置65に電子メールの送信を指示する。
記録装置64には、商用メールサーバのアクセスポイント、メール送信先アドレス等の各種設定情報が保存される。なお、記録装置64の記憶媒体には、半導体記録素子からなるコンパクトフラッシュを用いるのが望ましい。機械的な動作部がないので故障が減少し、信頼性が向上するためである。
通信装置65は、一般回線を経由して商用メールサーバに接続し、所定のメールアドレスに電子メールを送る。

図11に示すように、ロギング装置60は、計装機器からの検出信号を入力すると(ステップS41)、CPU63の検出データと、記録装置64の基準データと比較する(ステップS42)。検出データが基準データの範囲内であれば、正常データと判断し、所定の時刻になると、正常データメールを作成する(ステップS43)。検出データが基準データの範囲を超えている場合は、異常データと判断し、即時に異常データメールを作成する(ステップS44)。
そして、予め設定される商用メールサーバのメールアドレスに正常データメールおよび異常データメールを送信する(ステップ45、46)。
ロギング装置60は、ステップ41〜46を繰り返す。

このようにロギング装置60によれば、監視データの収集からメール送信までを自動化するため、現場施設の無人化、監視業務の省力化を図ることが可能になる。
また、監視データの収集、メール送信機能を一本化したオールインワンタイプであるので、現場施設に簡単に設置することができ、メンテナンスの手間が少なくて済む。
さらに、ロギング装置60は、監視データを蓄積する記録装置64を内蔵するため、万一、商用メールサーバの障害によりメールが送信できなくても、商用メールサーバの復旧後に、蓄積されたメールを再送信することが可能となり、監視データが欠落するリスクを軽減できる。

【発明の効果】
以上説明したように、本発明の水道施設の設備稼働状態監視システムによれば次のような効果を奏する。
(a) 現場施設および中央監視施設に高機能のメールサーバを置く必要がないので、安価に監視システムを構築することができる。しかも、メンテナンスの負担が少なく、監視システムの無人化を図りやすい。
(b) 異常時は、自動的にシステム管理者の携帯端末へ電子メールが送信されるので、夜間や管理者が出張先でも即座に知ることができ、迅速な対応ができる。
(c) 商用メールサーバは、ロギング装置の通信装置から同一のものが送信される、異なるインターネットサービスプロバイダのものを2以上設定されているので、監視業務の信頼性が大幅に向上する。
