航空宇宙機からのデータを地上側でダウンリンク(受信)して、地上側の管理者がそのデータをモニタして航空宇宙機の故障の有無を判断している。

【発明が解決しようとする課題】
しかしながら、リンクが切れて、地上側でそのデータの受信に失敗した場合、管理者は、そのデータをモニタすることができず、航空宇宙機の故障の有無を判断することができない。このため、リンクが切れない範囲で、地上側からの指示により航空宇宙機を飛行させなければならず、飛行運用が制限されてしまう。また、航空宇宙機の故障の有無の判断は、管理者に依存されているため、その故障を予期するためのスキルが必要になる。
