【発明の属する技術分野】
一般に河川に設置する起伏堰は、河床に回動軸を設置し鋼板を起伏させるようにしたもの(転倒堰)や、袋体内部を膨縮させる袋状ゴム堰などがある。本発明は、複数の桁を連設して河床に配置し、一端を河床に固定して中間部を持ち上げることによって堰上げるようにした連結桁堰に関するものである。

【従来技術】
我が国においては、古くから用水源の確保と湛水被害の軽減のためにクリークが用いらて来たが、人力によって用水を汲み上げて来た歴史があるので、比較的に水位が高く保たれてきた。したがって、対象が漏水のない低湿地に限定され、またクリークの方向も、殆ど等高線に沿っていた。
しかし、等高線沿いのクリークだけでは、干害と湛水被害が下流域に集中するので、最近、大規模な再開発事業が進められ、在来のクリークを直角に繋ぐ幹線クリークが設けられている。その結果、上下流の標高差が非常に大きくなり数mに及ぶことになる。そこで、ゲートの水密性の維持と操作が完璧でないと、上流の用水源が枯渇し、下流に湛水被害が起こると言う不安があるので、慎重に検討が続けられている。

また、利水のためダムを設置する場合、山岳地帯に設けられ、ダムにより堰上げられた水を自然力により導水することが行われている。しかるに、貯留水を放流された河川が人里に達する頃には、大きな河川に成長しているために、大規模な頭首工が必要となるので、開発の規模が大きくならざるを得ない。また、洪水調節の受益地も河川沿いの広大な土地が対象になるので、同様に大規模にならざるを得なかった。
しかし、30年ぐらい前から、富士山麓等の傾斜地において、小規模な掘り込み式のダムに雨水を貯留する事が行われているので、クリークを利用して、ダムと水路を兼用させる事が考えられるが、ソイルセメントやベントナイトを利用すれば、クリークの漏水防止は可能である。
このように、クリーク利用の隘路となるのは、いずれもゲートや堰の課題であるが、傾斜地のクリークにおいては降雨時以外における排水の流入がないために貯留期間が永くなり、水位の変動幅と水深が大きくなるという煩雑な条件が絡んでくる。

ところで、上記クリークに利用しようとする堰の一つにチェンゲートが挙げられる。一例として、特願平5ー348104号に記載された越流式のチェンゲートを図12、図13および図14を参照して説明する。このチェンゲートは堰本体とその制御装置からなっている。堰本体の構成につては、両端をチェン50に固着された複数の横桁51をゴム幕52で被覆した扉体53を設け、その一端を河床に固定させ他端を下流側に延長させている。そして、扉体53の下方に、懸架軸54が水路55の側壁56に両端のローラ57を介して回転自在に支持され、しかも昇降自在に懸垂されている。この懸架軸54を昇降させることで扉体53の起伏を行わせている。

また、図14に示すように、チェン50のリンク58の外側に固着されたブロック59が圧着され、上流側のチェン50の屈曲が防止される。そして、水路55の側壁56に固着された水密ゴム60の先端をゴム幕52に密着させて水密を保持させる。

また、図12に示すように扉体53の反対側にカウンターウエイト61とフロート62が駆動軸63に懸垂されている。制御装置は図15に示すように、内部に下流水路の水が導入されて上流水路に通ずる水面に浮かべられた水位差検知フロート64が設けられている。
そして、上下流の水位差が過大になれば、水位差検知フロート64が上昇し、フロート63内に通ずる流入口65が閉塞され、フロート室66内に通ずる流入口67が狭搾から解放されてフロート63が上昇するので、反対側の堰が下降して流下量が増加するようになっている。

【発明が解決しようとする課題】
このように、上記装置をクリークに設置する場合はよいが、下流側における汎用性として大型のものが望まれている。しかしながら、上記の従来技術は、荷重が懸架軸54に集中するので、第一の課題は大型化が困難であると云うことである。

また、上記の従来技術の制御装置は、特願平5ー314232号により出願した貯留量配分ゲートの制御技術を部分的に踏襲し、フロート62が扉体53の反対側に懸垂されている。したがって、水位が大きく低下するとフロート62が空中に露出すると云う第二の課題がある。
また、上下流の水位差が過小になれば、フロート62が下降して扉体53が起立するが、通水管68,オリフィス69を通るパイロット流が遮断されないので、長期間に亘る貯留ができないと云う第三の課題がある。

【課題を解決するための手段】
本発明は、上述した課題を解決するための手段として、請求項1に記載した発明は、複数の横桁を密に連接させた片面に可撓性のある遮水幕を裏打ちした堰体の一端部を、前記遮水幕が水路の上流側に配するように水路を横断させて水路底に固着し、前記堰体の一端部が水路底に固着された位置よりも上流側で、前記堰体と前記水路底との間に、水路の幅方向に延びるドラムを昇降自在に設けると共に、前記ドラムの上流側に支点を設け、前記堰体を、その裏面の遮水膜が前記ドラムに当接するように巻回すると共に、前記堰体の他端部を前記支点との間に張設して、さらに、前記水路の両側壁に、前記ドラムを上昇させて起立させた前記堰体の両端の下流側の面を支持する戸当たりを水路内に突設させたことを特徴とする。

また、請求項2に記載した発明は、請求項1に記載した発明において、前記ドラムの両端部にテーパ部を形成すると共に、前記水路の両側壁で前記戸当たりの上流側に、前記テーパ部に臨むテーパ状止水部を形成し、前記堰体の前記遮水幕を、前記横桁の両端部から前記水路の両側壁に向けて延設し、延設された前記遮水膜の両縁を、前記テーパ部と前記テーパ状止水部との間に嵌挿させたことを特徴とする。

【発明の実施の形態】
本発明は、堰体の一端が水路の底に固着され、ドラムを上昇させることにより、上流側の河床に沿って延長している堰体が、下流側に引っ張られて移動し起立する。あるいは、堰体をドラムに巻き付けておき、ドラムを上昇させるときにドラムを回転させ、巻き付けられた堰体を解くようにしても良い。堰体は戸当たりの上流側面に圧接される。
またドラムが下降すれば、堰体上方部が堰体下方部に押されるので、上部の堰体が自動的にドラムの上流側に倒れて懸架される。あるいは、堰体をドラムに巻き取らせても良い。このように、ドラムが下降することで堰高が低くなる。

また、密に連設した複数の横桁が、各々、水路の側壁に固着された戸当たりによって支持され、一本当たりの横桁の荷重の分担幅は、構造的に制約される最小限度であるので、構造的に最も堰の高さを大きくできる。また、シェル構造に比較すれば幅に制約があるが、支持装置と堰体の間の摺動がないので、中間の柱で支持する事ができる。無論、門数を多くする事もできるので、幅方向の大きさは支障にならない。したがって、堰を大型にできる。

制御装置においては、堰体とフロートとの連結状態を同期させるので一体となって昇降し、フロートのみが空中に露出する事はなくなる。一方、堰体が起立する場合には、パイロット流が完全に遮断されるので、長期間の貯留が可能である。

また、前記第一の手段により、下流側の堰体が平面であるので、水脈の遠心力により堰体に振動が起こると云う第四の課題が新たに生ずるが、戸当たりが水路内に突き出しているので、水脈に縮流が起こり、水脈と側壁の間から空気が流入し、堰体の振動を発生させないようになっている。
また、第一の手段によりドラムが上流側に設けられているので、従来技術にならって止水ゴムを水路の側壁に固着できないので、止水が困難であると云う第五の課題が新たに生ずるが、遮水幕の先端が湾曲され、テーパ状止水部に圧接されるので、水密が保持される。なお、テーパ状止水部が戸当たりの外側にあるので、無論、横桁の上流への移動に支障を来さない。さらに、テーパ状止水部が水路内に突き出しており、遮水幕の幅が水路よりも小さく、遮水幕の上流への移動に支障はないので、水密ゴムを水路の側壁に固着する必要がない。

【実施例】
本発明にかかる連結桁堰は構造が簡単であるので、一般の水路に使用する事もできるが、本発明の主目的はクリークに対応する事にあるので、最も厳しい条件が要求される事例として、降雨時以外においては表流水が得られない傾斜地において、クリークに雨水を貯留して、潅漑や生活用水に利用するとともに、下流の湛水常襲地帯の湛水被害を軽減する事例について説明する。

以下、実施例の連結桁堰を添付図面に基づいて説明する。図4に示すモデルは、適当に起伏をもった谷の底に、コンクリートフリュームからなる集水路1が設けられ、その下流端に接して設けられたクリーク2が、次々に合流して耕地3内を通過し、末端が遊水池4に合流して、樋門5を介して河川6に接続されている。

図3に示すように、クリーク2の側壁2aはソイルセメントで固められ、底面はベントナイトを浸透させて漏水を防止している。また、捨て石によって波浪による洗掘が防止されている。クリーク2内は多数の遮水壁7により適当な間隔をもって、地表面の高さに応じて階段状に仕切られている。また、遮水壁7の中央から下流に向けて放水路8が突き出して、その中に水位差調節堰9あるいは水位調節堰10が設けられるが、湛水常襲地帯の直上流には水位調節堰10が設けられる。

以下においては、各地点の上流の流入量を、各地点の上流の貯留量で除した値を流入量比と云う事にするが、流入量比が上流は大きく下流は小さくなるように貯留量が配分されている。また、遮水壁7と放水路8の側壁8aの高さは、上流のクリーク2の側壁2aと等しくされている。

水位差調節堰9あるいは水位調節堰10に使用される堰体11の構成についてはほぼ同じなので、まず、堰体11の構成について図1ないし図3および図8を参照して説明する。断面凹状の横桁11aを複数個断面方向に密に連接し、各凹状底部を可撓性の遮水幕11bにボルト11cで固定して堰体11を構成している。放水路8を横断して堰体11を設置するときに、遮水幕11bが上流側面になるようにする。遮水幕11bは布をインサートして補強されているが、硬度は、耐久性に支障を生じない限度内において、なるべく小さくされている。
ボルト11cのヘッドは薄い円板で、布を残して抉られた穴内に収まっているが、穴の中心の深さが周囲よりも僅かに大きくされ、ヘッドと穴の間にシール材が封入されている。またボルト11cは遮水幕11bのクリープを考慮して、いわゆる増し締めがなされている。

また、図8に示すように、横桁11aの背面が化粧板11dに被覆され、化粧板11dの下端に固着された薄い鋼板、またはゴム板からなる遮蔽板11eにより、後記のドラム13上における横桁11aの隙間が遮蔽され、図9に示すように、堰体11の下流の放水路8の側壁8aに設けた支持装置12の戸当たり部12aが放水路8内に突き出しており、戸当たり部12aに横桁11aの両縁が圧着されることによって横桁11aの両側は閉塞され、かつ補強される。
戸当たり部12aの外側の上流から、外側の放水路8の側壁8aの間を上流に向けて斜めに結ぶ線上にテーパ状止水部12bが設けられ、遮水幕11bの延長線よりも上流において、遮水幕11bの先端が接触されている。
また、堰体11の下端は放水路8の水路底8bに固着され、他端が懸垂されたドラム13に懸架され、堰体11の一部が回転自在に懸垂されたドラム13の上流側に懸垂されている。

ドラム13の中央部13aに遮水幕11bが適当な強さで圧着され、またドラム13の両端近くのテーパ部13bが遮水幕11bの両端に接しないよう、適当に径が小さくされ、両端の円筒部13cが、戸溝12cの下流側の壁に接している。また、ドラム13は後述の懸垂装置14に懸垂されているが、戸溝12cはテーパ状止水部12bの外側の側壁8a内に設けられている。ドラム13の径は、堰体11の屈曲度が過大にならないように十分に大きくされ、また横桁11aの腹面はドラム13の中央部13aの半径よりも僅かに小さい半径で湾曲されている。
以下においては、堰頂が最も高くなった状態を全起立状態と云い、最も低くなった状態を全倒伏状態と云う事とするが、全起立状態および全倒伏状態における堰体11の高さは、それぞれ、上流のクリーク2の側壁2aおよび底面と等しくされ、戸溝12cの上端にストッパ12dが固着されている。

図1、図2、図9に示すように、前記ドラム13の両端に固着された懸垂装置14の円筒形の懸垂軸14aが、吊り輪14bに緩く嵌合されている。また、堰体11と側方のフロート室16bの上方に水平に回転自在に支持された主軸14cに固着された一対の従動スプロケット14dに従動チェン14eが懸架され、その上流側に前記吊り輪14bが固着され、下流側に主カウンターウエイト14fが固着されている。
またフロート室16bの真上に固着された一対の主動スプロケット14gに主動チェン14hが懸架されて上流・下流側に2本垂下され、その上流側に後記のフロート16aが懸垂され、下流側に補助カウンターウエイト14iが懸垂されている。

主カウンターウエイト14fと補助カウンターウエイト14iの重さは、フロート16a内の水位が下流のクリーク2の水位と等しければ、あらゆる状態において、堰体11が上昇するように十分に大きくされ、フロート16aの大きさは、フロート16a内の水位が上流のクリーク2と等しければ、あらゆる状態において堰体11が下降するように、十分に大きくされている。

堰体11の自由端部は遮蔽幕15aが固着され、この遮蔽幕15aの反対側端部は、下方の水路底8bに近接して回転自在に支持された巻き取りドラム15b(支点)に固着されている。遮蔽装置15は堰体11が昇降したときに遮蔽幕15aを追従させるようにしたもので、巻き取りドラム15bと一体のリール15cに遮蔽幕15aと反対方向に巻き付けられた緊張ロープ15dの途中が滑車15eに懸架され他端に重錘15fが懸垂されている。
堰体11および遮蔽幕15aの両端と放水路8の側壁8aの間には、適当な大きさの隙間が設けられ、また重錘15fの重さは、遮蔽幕15aの弛みが防止されるように十分に重くされている。

次は、制御装置16の構成の中で、水位差調節堰9と水位調節堰10に共通な構成について図6を参照して説明する。
フロート16aがフロート室16b内に収納され、上流のクリーク2内に、後記の水位差制御装置17または水位制御装置18を介して、間接的に開口する圧力調節管16cがフロート室16b内を貫通し、下流端は小さな流出口16dを介して下流のクリーク2内に開口し、圧力調節管16cの中間部から分岐した可撓管16eの他端がフロート16aの底面内に開口している。

また、フロート室16b内は、小さな導水口16fを介して下流のクリーク2内に連通されている。また、堰体11の上面が上流のクリーク2の底面と一致した状態において、フロート16aの下端が、下流のクリーク2の底面よりも低くなり、しかも土砂の堆積によって制御装置16に機能に支障が生じないように、フロート室16b内と、その上下流の部分の底面は、下流のクリーク2の底面よりも十分に低くされている。

次は、水位差調節堰9に特有の水位差制御装置17の構成について図6、図10を参照して説明する。前述した圧力調節管16cの上流端が上下に開口するT字状とされ、その真下の同じく上下に開口するT字状の導水管17aの他端がフロート室16b内に開口し、中空のロッド17bが両T字部分を鉛直に貫通し、ロッド17bに、前記圧力調節管16cの上方の開口部17cと離合自在となるように、水位差調節弁17dが固着されている。

圧力調節管16cの上流端下方開口と導水管17aの上下の開口部が、ロッド17bに固着したパッキン17eに閉塞されており、導水管17aの下方において、ロッド17bの下端に臨んで隙間を開けてストッパ17fが固着されている。また、ロッド17bの下端が閉塞され、導水管17a内においてロッド17bに連通口17gが穿たれ、ロッド17bの上端は、これに固着された水位差検知フロート17hの底面に開口し、水位差検知フロート17hの上端に開口する通気管17iの周囲にウエイト17jが装着されて、上下流の水位差が所定の状態において、水位差検知フロート17hが均衡するように重さが調節されている。
水位検知フロート17hは水位差検知フロート室17k内に収納され、水位差検知フロート室17kは小さな通水口17lを介して上流のクリーク2内に連通されている。

次は、水位調節堰10に特有の水位制御装置18の構成について図7、図11を参照して説明する。
上流のクリーク2の満水面と高さを等しくする注水槽18aの周囲が上下に亘って防塵防波筒18bに囲まれている。注水槽18aに接続された注水管18cは前述した圧力調節管16cに合流し、また圧力調節管16cから分岐した流入管18dの上端の開口部18eが、上流のクリーク2の底面と高さを等しくして、上流のクリーク2内に開口している。開口部18e内に半ば没入した円錐形の水位調節弁18fに固着されたワイヤーロープ18gの中間部が複数の滑車18hに支持され、ワイヤーロープ18gの他端に水位検知フロート18iが固着され、水位検知フロート18iの頂面にウエイト18jが装着され、水位検知フロート18iは水位検知フロート室18k内に収納され、水位検知フロート室18kは、小さな通水口18lを介して下流のクリーク2内に連通されている。

また、水位調節堰10の下流のクリーク2については、常時において確保すべき管理水位が設定され、水位が管理水位の状態において、フロート16a内の水位が上下流のクリーク2の水位の中間の高さになるように、ウエイト18jの重さが調節されている。

このほか、堰体11が最も高くなった状態において、フロート16aの下端が十分に深く水中に没しているように、主動スプロケット14gの径は従動スプロケット14dに比して適当に小さくされている(図2参照)。
また、堰体11の上流の放水路8の水路底8bは、堰体11のクレストが上流のクリーク2の底面と一致した状態において、堰体11とドラム13を収納しうるように、十分に掘り下げられている。なお、一切のフロートとフロート室の間の隙間は、極力、小さくされている。
さらに、堰体11の下流の放水路8内にウオータークッション19が設けられて、底面が深く掘り込まれている。

次は、作用について説明する。
通常、谷に適当に起伏があるので、降雨があれば表流水が集水路1内に流入して、クリーク2内に流下し水位が上昇する。その結果、最上流の水位差調節堰9の上下流の水位差が過大になるが、水位差検知フロート17h内に下流のクリーク2内の水が導入され、水位差検知フロート17hが上流のクリーク2に通ずる水面に浮かべられているので、水位検知フロート17hが上昇し、開口部17cが水位差調節弁17dによる狭搾から解放されて、圧力調節管16c内の圧力とフロート16a内の水位が上昇し、その重みによってドラム13が下降する。

また、堰体11の上流側が間接的に重錘15fに緊張され、またドラム13が回転自在に懸垂されているので、堰体11がドラム13に沿って上流に移動し、堰頂が低くなって越流が始まるが、横桁11aの背面に化粧板11dと遮蔽板11eが設けられているので、水流に対する抵抗が少ない。
また、起伏する場合に塵芥がドラム13と遮水幕11bの間に噛み込むおそれがあるが、上流の遮蔽幕15aの両縁が側壁8aに接触しているので内部への塵芥の侵入が阻止され、噛み込みを防いでいる。
なお、倒伏するにつれて遮蔽幕15aが巻き取りドラム15bに巻き取られるが、巻き取りドラム15bが遮蔽幕15aの下方にあり、遮蔽幕の15aの巻き取りが遮蔽幕15aの下流側で行われるので、遮蔽幕15aと一緒に塵芥が巻き取りドラム15bに巻き込まれる事がない。

越流が始まれば、水脈の遠心力によって堰体11が下流側に引っ張られるので、堰体11が振動を起こすおそれがあるが、支持装置12が放水路8内に突出しているから、水脈が縮流されて水脈と放水路8の側壁8aの間から空気が供給されるので、振動を起こすことがない。

ここで、いわゆるハンティングの現象と原因について説明する。堰体11が倒伏を始めたときの抵抗は静止摩擦抵抗であるので、抵抗が比較的に大きいが、運動を始めた途端に、抵抗が運動摩擦抵抗に変化し、抵抗が60%程度の激減する。したがって、フロート16a内の水位が10cm上昇して倒伏を始めた場合には、フロート16aは瞬時に4cm下降し、倒伏し過ぎるので、直ちに起立するが、今度は起立し過ぎるので、堰体11が絶えず起伏を繰り返して、上下流の水位が安定しない。このような現象がハンティング現象と呼ばれている。

本実施例においては、全てのフロートとフロート室の間の隙間が極力小さくされているので、水位差検知フロート17hが極めて僅かに上昇した段階で、水位差検知フロート室17k内の水位が低下し、水位差検知フロート17hの上昇が止まる。したがって、フロート16a内の水位が一気に上昇する事がない。
また、フロート室16b内の水位が上昇すれば、水の重さによってフロート16aが下降するが、導水口16fとフロート室16bの間の隙間が極力、小さくされているので、極めて僅かにフロート16aが下降した段階で、フロート室16b内の水位が上昇して、フロート16aが静止する。したがって、水位差調節堰9が過大に起伏する事がないので、水位差調節堰9が起伏を繰り返す事がなく、その上下流の水位と流量が安定する。

前述した水位差調節堰9,水位調節堰10のうち、水位差調節堰9の作用を先に説明する。
最上流の水位差調節堰9が倒伏して放流が開始されれば、次々に下流側に位置する水位差調節堰9の上流の水位が上昇し、上下流の水位差が過大となるので、次々に下流側に位置する水位差調節堰9が倒伏する。また一方、流入量比が上流ほど大きいから、いずれの水位差調節堰9の上下流の水位差が過小にならないので、各々の水位調節堰10の上下流の水位差が一定になる。

上流の流入量比が大きいので、降雨が激しくなれば、上下流の水位差が過大となって水位差調節堰9が倒伏する。降雨が止めば、水位差調節堰9の上下流の水位差が過小になるので、水位差調節堰9が起立するが、横桁11aの両端が閉塞され、またドラム13上における横桁11aの間の隙間が遮蔽板11eに覆われているので、横桁11aの間の塵芥の噛み込みが起らない。

次に、堰体11と水位制御装置18とを連結した水位調節堰10の作用について説明する。
下流の湛水常襲地帯の湛水が始まれば、水位検知フロート18iが上昇し、水位調節弁18fにより、開口部18eが閉塞され、フロート16a内の水位が下流のクリーク2と等しくなる。これにより、フロート16aとドラム13が上昇し、堰体11の下端が放水路8の水路底8bに固着されているので、堰体11は戸当たり部12aに沿って起立する。
また上記の通り、フロート16aが空中に露出しないように、主動スプロケット14gの径が、従動スプロケット14dよりも十分に小さくされているので、堰体11が上昇してドラム13の円筒部13cがストッパ12dに圧着され、堰体11の堰頂の高さが、上流のクリーク2の側壁と等しくなって完全に水流が遮断される。したがって、下流の湛水常襲地帯の湛水被害が軽減される。

水位調節堰10の下流に水位差調節堰9が並設されている場合、水位調節堰10の放流が止まれば、次々に水位差調節堰9の下流の水位が上昇して上下流の水位差が小さくなるので、全ての水位差調節堰9が起立して、上下流の水位差が所定の値になった時点で静止する。その後においても、降雨強度の変化に応じて、水位差調節堰9が起立と倒伏を繰り返しながら、全てのクリーク2内の水位が上昇する。
