複数のユーザに最低通信帯域を保障してそれぞれ通信帯域を割当てる通信帯域管理者の通信網に設けられ、
前記通信帯域管理者が前記複数のユーザに対し前記最低通信帯域よりもさらに低い通信帯域を割当てることを通信料金の減額を条件に承諾するか否かを問い合わせる掲示板の情報を配信する手段と、
前記通信網の輻輳発生を検出したときにはこの掲示板に必要な区間、必要な帯域、減額率を書き込む手段と、
この掲示板による問い合わせに対する回答を受け付ける手段と、この回答に承諾する旨の情報が含まれるときには当該回答を行ったユーザに保障する最低通信帯域を輻輳発生中は前記さらに低い通信帯域まで縮小させる手段と
を備えたことを特徴とするサーバ装置
