本発明は、電力系統の計画運用装置に係り、特に発電機を用いて電力需要をまかなう際の発電機の起動停止計画を最適に決定するための電力系統発電機運用装置に関する。

【従来の技術】
電力系統に接続されている発電機の起動停止計画は、与えられた期間の各時刻における需要を満たすように、各発電機の起動停止状態と出力値を決定することにより策定されるが、この場合、従来から、対象期間内での運転費用(燃料費と起動費の和)全体を最小化するという経済運用の見地にたって策定するのが通例であった。

例えば、平成6年12月発行、電気学会論文誌B114巻12号「火力・揚水発電所の運用計画作成手法」に動的計画法を適用して策定するようにした場合について開示しており、ここでは、主な制約条件として、需給バランス制約、各発電機出力上下限制約、送電線潮流制約などが考慮され、対象期間全体における運転費用の最小化を目的として、各発電機の起動停止計画を最適化している。

そして、この例では、その最適化手法として、各発電機の優先順位付けを需要変動に応じて動的に変更し、その優先順位に従って起動停止計画候補を限定し、限定された候補の中から動的計画法により最適解を求める手法を提案している。

【発明が解決しようとする課題】
電力系統の計画運用では、運転費用の低減と同時に、故障発生時に生じる供給支障量の抑制が重要な課題である。
例えば、故障時供給支障量を抑制するには、その故障点の送電線の潮流量を抑制することになるが、このとき発電機の出力配分に制約が生じて、発電機運転費用としては増加してしまう可能性がある。つまり、故障時供給支障量の抑制のために、ある程度発電機運転費用の増加を許容することになる。

従って、発電機運転費用の増加との見合いで、故障時供給支障量の抑制レベルを設定することが重要になる。
しかし、上記した従来技術は、許容する故障時供給支障量に上限を設定し、その上限以下に収まるように故障点送電線の潮流量に上限制約をかけ、その範囲内で運転費用最小化を図るという考え方に基づくもので、故障時供給支障量の上限値については、運用者によって与えられることになり、この結果、上記従来技術では、発電機運転費用と故障時供給支障量のバランスという観点での定量的な設定根拠が不明確になってしまうという問題があった。

ところで、このような発電機運転費用と故障時供給支障量のバランスを定量的に論じる場合、それらがコストと電力量という異なる単位で評価されることが障害になる。
そこで、例えば特願平9−109477号の出願にかかる発明の明細書では、故障時供給支障量について、単位電力量あたりのコスト換算係数を乗じてコスト換算することにより、故障時供給支障コストとして評価する手法について開示している。

そして、ここでは、発電機運転費用は常に現存しているのに対し、故障時供給支障量は故障発生時にのみ生じる確率的量であることを考慮し、さらに故障発生確率を乗じて故障時供給支障コスト期待値として評価しており、これにより発電機運転費用と故障時供給支障量のバランスを、コストという統一基準で、かつ期待値という指標で定量的に論じることができるようにしている。

上記目的は、与えられた期間の各時刻の需要を満たすように各発電機の各時刻の起動停止状態と出力値を決定する発電機運用装置において、与えられた対象期間内各時刻での各発電機の起動停止状態と出力値を表わす発電機運用パターンを用い、対象期間全体の燃料費と起動費の和を計算した値を発電機運転費用とし、対象とする故障ケースの故障発生時の供給支障量をコスト換算し、これに、故障ケース毎に設定される重み係数を乗じて足し合わせた値を故障時供給支障コストとし、これら発電機運転費用と故障時供給支障コストの合計をRE指標として求めるRE指標計算部と、前記各発電機についてランダムに生成した個々の個体から突然変異による新個体を生成し、これら個体と新個体から次世代に残す個体を選別するサバイバル処理を実行して、前記RE指標が最小になるような発電機運用パターンを求める発電機運用パターン最適化部とを設け、前記発電機運用パターンに基づいて前記発電機の運用を行うようにして達成される。

【発明の実施の形態】
以下、本発明による電力系統発電機運用装置について、図示の実施の形態により詳細に説明する。
図1は、本発明による電力系統発電機運用装置の一実施形態で、装置本体は、図示のように、計算機1と入力装置2、それに表示装置3で構成され、更に計算機1は、電力システム4を介して電力系統5に接続されている。
