固有情報を有し、外部からの電波を受信して該固有情報を電波として発信すると共に、周囲の液体の量が多くなると、受信又は発信する少なくとも一方の電波が、減衰する、又は、遮蔽される、前記複数の紙おむつの各々に設けられた複数のICタグと、
前記複数の紙おむつのICタグに対して電波を発信すると共に、前記複数のICタグの各々から発信される電波を受信して、前記複数のICタグの各々から発信される電波の電波強度を示す強度情報及び前記複数のICタグの各々の固有情報を転送する第一通信部を有する読取装置と、
前記電波強度の所定の段階を示す強度段階を3以上の段階で設定する強度段階設定部と、
前記強度段階設定部にて設定された複数の強度段階毎に前記紙おむつの状態情報を設定する状態設定部と、
