前記ビルセキュリティ盤には、駐車場利用者によってセキュリティビルで使用されている前記IC認証媒体が前記ICリーダーにかざされたときにセキュリティビル側のビル利用者であることを判定する前記ビル利用者判定部と、前記ビル利用者判定部でビル利用者と判定されたときビル利用者操作許可信号を前記駐車場制御盤に送信するビル利用者操作許可送信部を設け、
