Abstract
Description
TECHNICAL FIELD The present invention relates to a decontamination apparatus and a decontamination method for decontamination using carbon dioxide hydrate for the treatment of various contaminants such as radioactive substances attached to the surfaces of structures and articles.
As is well known, a large amount of waste including radioactive waste is generated when dismantling a nuclear power plant nuclear reactor. In processing these wastes, in order to reduce radioactive waste, it is necessary to decontaminate the floors, walls, equipment, and tools used in the nuclear power plant facilities.
As a surface decontamination method, a grit blast (sand blast) decontamination method using a cleaning material (blast material), a dry ice blast decontamination method, or the like is generally used. These methods are methods of decontaminating the surface of a non-decontaminated material by spraying an abrasive with compressed air, water, or a combination of both.
In particular, the dry ice blast decontamination method is advantageous in that the apparatus can be downsized and no solid secondary waste is produced.
As an example using the dry ice blast decontamination method, a dry ice supply device, a compressed dry air supply device, and a dry ice supplied from the dry ice supply device for decontamination by jetting to the object to be decontaminated A dry ice injection device having an injection nozzle, and a dry ice transfer hose for transferring dry ice supplied from the dry ice supply device to the dry ice injection device using compressed dry air supplied from the compressed dry air supply device A dry ice decontamination system provided with is disclosed in
In the above system, the dry ice transfer hose has a safety valve to prevent the dry ice from becoming powdered or agglomerated during the transfer of dry ice, causing clogging of the hose and increasing the pressure in the transfer hose and damaging the hose. Installed, when the pressure of the transfer hose becomes higher than the predetermined pressure, the compressed dry air in the transfer hose is discharged outside the transfer hose to reduce the pressure in the transfer hose and prevent the hose from being damaged. .
By the way, the sublimation temperature at normal temperature and normal pressure of the dry ice used in the above system is −79.8 ° C. For this reason, in order to store dry ice, a refrigerator capable of maintaining dry ice below the sublimation temperature of dry ice is required. In addition, as a characteristic of dry ice, it disappears in about 3 days from production. Therefore, in order to perform decontamination work continuously, dry ice is frequently supplied to the dry ice decontamination system. is required. In addition, when the amount of dry ice stored is increased, there is a limitation that the amount of stored ice cannot be easily increased because the dry ice may harden inside the dry ice storage device and become difficult to discharge.
The decontamination work of the radioactive material and the like performed under such restrictions is often performed by remote operation, and if a trouble such as a blockage occurs inside the apparatus, a serious blow is given. For example, the Nikkan Kogyo Shimbun dated March 11, 2018 (Heisei 30) has the following articles on the situation of the Fukushima Daiichi nuclear power plant.
“In January 2016, TEPCO introduced a dry ice blast strobe for high-level decontamination at
As described above, in the decontamination work of the radioactive substance or the like using the conventional dry ice decontamination system, there is a problem that when the flow path of the dry ice is condensed, the system freezes and is blocked.
The present invention has been made in view of such a problem, and a surface decontamination apparatus in which no cleaning material remains after decontamination, and no clogging of the flow path occurs when the polishing material is supplied to the injection nozzle. The object is to provide a surface decontamination method.
The present inventor found that carbon dioxide hydrate, which is an clathrate hydrate in a state where water molecules surround carbon dioxide molecules, can be used as a polishing material instead of dry ice, thereby completing the present invention. did.

In addition, when the decontaminated materials are contaminated with radioactive substances, an exhaust gas treatment facility for purifying radioactive gas waste generated by decontamination is provided, and liquid waste generated by decontamination is purified. It has a wastewater treatment facility.
Further, the carbon dioxide hydrate decontamination method of the present invention uses a compressed air supplied from a compressed air supply device to provide a carbon dioxide hydrate transfer pipe from the carbon dioxide hydrate supply device to the carbon dioxide hydrate injection device. The carbon dioxide hydrate is transferred to the decontaminated object with compressed air from the injection nozzle provided in the carbon dioxide hydrate injection device. In addition, the carbon dioxide hydrate decontamination method of the present invention is a wastewater that performs decontamination work in a sealed space and treats wastewater generated in the sealed space when the object to be decontaminated is contaminated with radioactive substances.
Based on FIG. 1, the case where the carbon dioxide hydrate blast decontamination apparatus of the present invention is applied to an article contaminated with a radioactive substance for decontamination will be described as an example.

Decontamination work is performed in the sealed
The
A
On the other hand, the
Next, the carbon dioxide
The aqueous solution in which carbon dioxide gas is dissolved is generated under the low-temperature pressurization into a clathrate hydrate (carbon dioxide hydrate) in which water molecules are surrounded from the dissolved carbon dioxide molecules.

As one aspect of the mixer, there is a bubble dispersion tower in which the mixer is composed of a tank filled with water, and carbon dioxide gas is dispersed in water as fine bubbles. As another aspect of the mixer, there is a type that discharges water toward carbon dioxide, and a typical example thereof is that water is sprayed into a container filled with carbon dioxide by a spray nozzle to come into contact with carbon dioxide. Some dissolve carbon dioxide in water.
Moreover, you may use a line mixer as a mixer. By the line mixer, water is supplied to the cylindrical body and a swirling flow is formed by a wing body or the like provided on the inner surface. Carbon dioxide is entrained in this swirling flow and crushed to form ultrafine bubbles. And carbon dioxide are mixed.
The mixed fluid after water and carbon dioxide are mixed is sent to a carbon dioxide hydrate generator.

The carbon dioxide hydrate generating apparatus has a cooling function, and cools the mixed fluid of the
As an example, the carbon dioxide hydrate generating device is a generating pipe composed of a double-pipe heat exchanger, in which a mixed fluid of water and blast furnace by-product gas is circulated in the inner pipe, and a cooling medium is supplied in the outer pipe. Circulates to cool the mixed fluid to produce carbon dioxide hydrate. The carbon dioxide hydrate generator may be a shell-and-tube heat exchanger, in which a mixed fluid is circulated in the heat transfer tube, a cooling medium is circulated in the shell, and the peripheral surface in the heat transfer tube is passed through. Alternatively, cooling may be performed by heat exchange with the cooling medium.

When carbon dioxide hydrate is used as a sharpening material, the phase equilibrium of carbon dioxide hydrate is P = 1.234 MPa at a temperature of 0 ° C., but due to decomposition of carbon dioxide hydrate, which is said to be a self-preserving effect. Because of the retention effect of the ice shells generated on the surface, it can be stored almost stably at normal pressure. Even if the amount of storage is increased, the risk of freezing inside the apparatus is very low because it is not as cold as dry ice.
In the above description, the hydrate containing only carbon dioxide as the guest molecule of the hydrate has been described. Inclusion hydrate (semi-clathrate hydrate) can also be used.
The quasi clathrate hydrate is obtained by dissolving carbon dioxide and an alkylammonium salt in water and reacting water, carbon dioxide and an alkylammonium salt.
Some quasi clathrate hydrates exist stably at room temperature and normal pressure. When such quasi clathrate hydrates are used as a polishing material, when dry ice is used as a polishing material, Problems such as blockage of the flow path that can be seen are even less likely to occur.
