Abstract
Description
The present invention relates to an election system using a mobile terminal capable of two-way communication such as a mobile phone.
In
In
In
In
In
In the current election system, there are exceptions such as absentee voting, but as a general rule, voting must be held at a fixed date and time. If the distance from your home to the polling place is long, you spend almost half a day voting, and if you have difficulty walking or are hospitalized, you have to give up voting. Absent. These are one of the reasons why the voter rate does not increase.
In addition, the current election system separates the local elections, the House of Councilors elections and the House of Representatives elections, each of which consumes a lot of personnel and taxes. For example, in the tournament format, specifically, the municipal assembly legislator in the first election, the candidate elected in the second election from the prefectural assembly (Member of the city), the candidate elected in the second election If you choose a parliamentarian in the third election, you can only have one election.
When conducting the above tournament-type elections, if you use a mobile phone that is close to what each person has, such as distance disadvantages, physical and health problems, and sudden factors such as weather Disadvantages can be eliminated, voting rates can be greatly increased, and more citizens' intentions can be reflected in politics.
Therefore, it is conceivable to apply the
In order to solve the above problems, an election system according to the present invention is an election system including an application server on a network and a mobile terminal such as a mobile phone capable of two-way communication. The voting program is divided into an election group consisting of a number of candidates that can be displayed on the mobile phone. The same mobile phone or the same mobile phone in the election group unit by identifying the program of the method of collecting the candidates selected in the above and conducting a high-order election to the final election and the ID of the mobile terminal or the voter ID A program that prevents voters from voting again, and candidates that make up higher election groups in the middle of lower elections In made the stage, low the next election, including the program of the first-in-first-out method of performing a high-order election while continuing.
According to the election system according to the present invention, a small number of candidates can be selected from a large number of candidates in a short time. The system can also eliminate geographical, physical and age disadvantages and increase voter turnout.
The best mode for carrying out the present invention will be described below in detail with reference to the drawings.
As shown in FIG. 1, an election system using a mobile phone according to the present invention connects a
The
The
The
The CPU executes SSL encrypted communication for the mutual authentication for access from the mobile phone, obtains an ID from the mobile phone after establishing data communication, and uses the CPU of the application server to obtain the ID. To prevent duplicate voting from the mobile phone for the same voting group, and notify the voter of the next stage for voting the selected person based on the voting result of the voter. Repeat the voting to notify the voters of the final selection results.
The hardware of the
A random number generation circuit RNG is connected to the bus, and the random number generated here is registered in the
In the above configuration, the ROM is a read-only storage device that stores a system program, and the CPU is activated by the system program stored in the BIOS or ROM, and performs various processes according to the application program expanded in the RAM. Has a function to execute.
The communication interface manages input / output of the hard disk, the communication unit interface unit, the input unit 18, and the display. The display DSP is composed of a CRT, LCD, or the like, and has a function of displaying CPU calculation results and external input data under the control of the CPU.
The ID number is preferably a unique number IMSI stored in a SIM card provided in the mobile phone or its dependent data. At the time of registration of the
In the second and subsequent accesses to the
In addition, you may make it attach a voter's name and the election ID number used only at the time of an election to a postcard, and mail it beforehand to a voter. In this case, it is not necessary to verify the ID of the mobile phone, and the identity is confirmed by transmitting the name and election ID number written on the postcard using the mobile phone.
Voting is done on a first-in first-out basis. First, as shown in FIG. 2, the first election of the first group G1 is performed when nine candidates are ready. In the election, a voter who has the right to access the site votes one vote for each person. For example, the top three are selected.
Here, in the first election, for example, in the election rules, when a certain number of recommenders are required to run, if the required number of recommenders is reached, advance to the second election. It is also possible.
When the top three candidates are selected from the nine candidates, they pass the first election (for example, the municipal assembly) and proceed to the second election (for example, the prefectural assembly). On the other hand, nine people who will receive the second election together with the previous three candidates, each of the two candidates from the two groups selected from the groups G2 and G3 arranged after the first group G1 Include in the candidacy of The nine candidates are elected in the same way, and the top three do not wait for the end of the second election of the other group and proceed to the third election (for example, members of the Diet) (first-in first-out method) ).
As a method for selecting three candidates, for example, a method in which three candidates are selected in the order of the number of votes exceeding 100, or three days after a group is formed with a limited time limit. A method of selecting three candidates who have obtained a high score at the end of the period is also conceivable.
In the embodiment, one candidate group is formed by nine candidates, and three candidates are selected. However, the number of selected members is not limited to this.
In the time axis of the candidacy on the horizontal axis in FIG. 2, the first to ninth of the groups G1 to G9 are the nine candidatures constituting the group, and are numbered in the order in which they were candidated first. Here, the order of the first election of each group G1 to G9 is the order of the number, but each of the three candidates selected from the first group G1 to the third group G3 The vote of the first group G101 that receives the second election composed of the former can be done earlier than the election of the seventh group G7 of the first election, for example, if it is closed by time, The voting of the second group G102 receiving the election can be performed earlier than the election of the ninth group G9 of the first election.

In the above description, only the image is displayed. However, in the pro-fee information screen, information can be provided by voice in addition to the visual display. In this case, for example, when the cursor is placed on the flash image of the thumbnail, the corresponding number is voice-guided, the selected candidate's number is voice-guided, and the candidate's voice is also displayed in the profile other than the photo. By playing, it is possible to select a candidacy without relying on vision.
By carrying out multiple-stage elections simultaneously using a mobile phone, it is possible to carry out higher-order elections ahead of schedule and conduct elections with short election times as a whole. This is particularly advantageous when the election area is large and the US presidential election has hundreds or tens of millions of voters.
