発電に伴って、燃料電池12の酸化剤ガス流路12cからは、発電によって消費されなかった残余の空気が大気中に放出される。また、燃料電池12の燃料ガス流路12aからは、発電によって消費されなかった残余の燃料ガスであるオフガスがオフガス流路39に排出される。オフガス中に含まれる水分は、オフガス流路39を通るうちに第1凝縮器40にて凝縮されて、第1水タンク15に回収される。一方、第1凝縮器40及び第1水タンク15により凝縮水と分離されて水分が低減されたオフガスは、開放されたガス流路弁18を通過し、燃焼用燃料ガスとしてバーナー20に送られる。バーナー20では、このオフガスと燃焼ファン21から送風される空気とが混合され、この混合ガスが燃焼することによって高温の燃焼排ガスが発生する。この燃焼排ガスの熱は、燃料ガス生成器11において吸熱反応である水蒸気改質反応を進行させるための熱源として利用される。燃料ガス生成器11に熱を供与したあとの燃焼排ガスは燃焼排ガス流路87へ排出され、第2凝縮器41を通過して水分が分離されたあとで大気に放出される。第2凝縮器41で凝縮した燃焼排ガス中に含まれる水分は、第2水タンク73に回収される。
