上り帯域制御部63は光IF部61により受信された情報が非稼働状態である旨を示す場合、光加入者線終端装置3−1等に割り当てる上り帯域の間隔の長期化又は上り帯域の割当の停止を行い、光IF部61により受信された情報が稼働状態である旨を示す場合、光加入者線終端装置3−1等に割り当てる上り帯域の間隔を元の間隔に復帰又は上り帯域の割当を再開する処理を実施する。なお、上り帯域制御部63は上り帯域制御手段を構成している。

次に動作について説明する。
GE−PONシステムでは、上り帯域を割り当てる方法として、Gate−Report方式を採用している。
Gate−Report方式では、局側装置2の上り帯域制御部63が、光加入者線終端装置3−1〜3−Nに対して上りフレームの送信を許可する際、制御メッセージであるGateフレームを光加入者線終端装置3−1〜3−Nに送信する。

一方、上りフレームの蓄積量が少なければ、少ない帯域でも送信可能であるため、当該光加入者線終端装置に割り当てる上り帯域の間隔を長くすることで(Gateフレームの送信間隔を長くする)、無駄な帯域の割り当てを減らすようにする。

電源制御部56は、時間管理部55から省電力最大時間に至っている旨の通知を受けると、光IF部51、PON制御部52、ユーザIF部53及びバッファ制御部54に対する電力の供給を再開する。
なお、PON制御部52が、電源制御部56による電力の供給が再開されたことを、例えば、Reportフレームを使用して、局側装置2に通知するようにすれば、局側装置2のONU状態管理部62が光加入者線終端装置3−1〜3−Nの状態を管理することができる。
