計算した単位時間当たりの送信データサイズが閾値を超えている場合は、一次中継装置2xの負荷調整部51xは、近隣の一次中継装置と二次中継装置に「負荷分散要求」信号を送信し、応答信号を待つ(ステップS1304)。
