前記サービス対象フローのデータと該データに対する確認応答パケットとの対応づけにより、前記データ送信端末と前記データ受信端末との間における伝播遅延時間を算出する伝播遅延時間算出部と、
前記帯域保証ネットワークにて前記データ送信端末から前記データ受信端末へのフローに割り当てられた保証帯域と、前記伝播遅延時間算出部にて算出された伝播遅延時間とに基づいて、前記データ送信端末から前記データ受信端末に送信されるデータが前記保証帯域以内の帯域となるウィンドウサイズを算出するウィンドウサイズ算出部と、
