前記回動柵棒の上端部に設けられ、互いに離間対向する前後一対の対向プレートと、
これら両対向プレートに架設された支軸と、
この支軸に上端部が取り付けられ、この支軸を中心として上下方向に回動する回動板と、
前記両対向プレート間に挿通され、ストッパ突部を有する左右方向の水平棒とを有し、
