添加混合手段24は、タンク80に収容されたスラグメディア12(不図示)と添加されたバインダ16とを回転するスクリュウ82によって均等に攪拌する。バインダ16は、スラグメディア12にバインダ16を均等に供給するために、タンク80の上部に放射状に設けたられたスプレー管88、88…から供給することが好ましい。また、スクリュウ82による攪拌中に、タンク80の底部(壁部でもよい)に設けられたヒータ84によってタンク80を加熱(例えば40〜60℃)することが好ましい。これにより、バインダ16がコーティングされた媒体10の乾燥を促進できる。また、圧力制御手段86によってタンク80内の圧力を負圧(例えば、−4.9×104Pa〜−2.9×104Pa)にすることが好ましい。これにより、スラグメディア12の表面の凸凹の凹内の空気が強制的に引き出されるため、その凹部にバインダ16が入り込み易くなり、スラグメディア12の全表面をバインダ16によってコーティングできる。さらに、タンク80内での媒体10を乾燥する場合には、ポンプ90からの乾燥空気を、バルブ92を開いてタンク80に供給しながらスクリュウ82による攪拌を行うとともに、圧力制御手段86によってタンク80内の圧力を負圧に制御することが好ましい。これにより、媒体10の乾燥をより効率よく行うことができる。また、スクリュウ82を昇降手段94によって昇降させることにより、攪拌、乾燥効率が更に向上する。

一方、図3に示した焼入手段22には、所望するスラグメディア12A〜12Cの硬度に基づいて、バーナ62によるスラグメディア12A〜12Cの加熱温度、スチールコンベア60A〜60Cの搬送速度、空冷ノズル64の冷気温度、冷気供給量(約0.02Nm3/分)を可変制御する焼入制御部96が設けられている。
