前記複数のスプレーノズルからなるスプレーノズル群は、鋼管の軸方向に沿って複数列に配置され、
前記各スプレーノズルから噴射される冷却水の鋼管の外表面における衝突圧力は2kPa以上に設定され、
前記複数のスプレーノズル群の間隔は、高冷却能力範囲の長さ以下であり、
