図1に示す浄化装置において、被処理水は導入路3によって浄化処理部2に導かれ、浄化処理部2の放電処理室25において放電プラズマにより浄化処理される。前記放電処理室25では、放電極5に高電圧発生回路13によってパルス状の高電圧が印加されると、放電極5とアース電極50との間に多数の金属片6が介在しているので、放電極5とアース電極50との間において、電極5,50と金属片6との間および金属片6と金属片6との間に放電が発生する。金属片6が放電処理室25の全域に行き渡ることにより、放電処理室25内の随所で放電プラズマが発生する。

金属片6の一部が水の流れにより放電処理室25の上部領域に密集し、密集した金属片6が各電極5,50に接触すると、当該金属片6の密集部は電気抵抗が小さいので、電流が集中して流れることになるが、放電極5およびアース電極50の表面は絶縁部材10,11によって被覆され、部分的に露出させているので、金属片6の密集部が各電極5,50の露出部分5b,50bに接触する頻度は小さくなり、しかも、前記金属片6の密集部が水の流れにより移動することにより金属片6の密集部が各電極5,50の露出部5b,50bと継続的に接触するのが防止される。このように、各電極5,50と金属片6との間が通電したり絶縁されたりすることで、金属片6の密集による局所的な通電が抑制される。これにより、放電が随所で発生しやすくなり、放電処理室25の全域にわたって放電プラズマが発生する。
