車輪に設けた車輪係合部に係合可能な制動用係合部を有して車輪間に配置されたヨーク部に車輪制動方向ないし制動解除方向に移動可能に取り付けられた車輪制動片と、
該車輪制動片を車輪制動方向に付勢する第1付勢手段と、
一端に前記竪軸の下部に設けられた竪軸係合部に係脱可能な旋回ロック片を有し、他端側が前記ヨーク部に枢着された作動片と、
該作動片を旋回ロック片が竪軸係合部にロックする方向に付勢する第2付勢手段と、
前記ヨーク部に枢着されると共に、該ヨーク部と一体に形成されて車輪の上面を覆うヨークカバー上に突設したレバー片部を有する操作部材とからなり、
該レバー片部をロック位置に切り替えることで前記車輪制動片を第1付勢手段の付勢力に抗して押し下げて車輪の制動を解除し、また解除位置で前記車輪制動片を付勢力で上方へ跳ね上げさせて制動を行わせ、
