このような方式では、作業員が少なくとも2〜3人必要であり、一点一点測量していくために面倒であるとともに人手も時間もかかって作業効率の低さを否めなかった。
また、棒(スタッフ)を測点上に正確に立てる、即ち求心作業を正確に行うのは難しく、作業員に熟練を必要としていた。

この方式の測量装置としては、例えば、距離を測る光波測距機能と角度を測るトランシット機能を一体に有するトータルステーションが用いられている。
しかしながら、光波測距儀による測量では、一点毎の観測が必要であり、観測に時間を要する。

このレーザースキャナーを利用して測量すれば、トランバース測量のように一点一点測量していく必要がないため、作業効率を上げ、全体の作業時間を短縮化することができる。
しかしながら、レーザースキャナーは水平方向の反射光を全て受光してしまうので、測点のみを検出して計測したい測量にそのまま使用することはできない。

反射体7は、反射体保持部15に嵌め込んで固定される円筒状のベース21と、ベース21の表面に設けられた反射面としての反射層23を有している。反射層23は、布地に無数の極小レンズを貼り付けたスコッチライト(登録商標)で形成されており、夜間使用においても優れた反射機能を得ることができる。反射層23の材質はこれに限定される趣旨ではなく、種々のものを採用できる。

求心手段9は、支持アーム13の下面に固定されたフック25と、フック25に反射体7の下面側中心部位に対応する位置から垂らされた線状体としての合成樹脂製の糸27と、糸27の下端に吊るされた下方に頂点を有する円錐状の錘29を有している。すなわち、下げふり構成を有している。

上述したように、支持アーム13は、支柱11から反射体7を離す機能を有しており、これにより、反射体7を測点3の上方に支柱11とは空間上独立的に位置付けることができる。換言すれば、支柱11を測点3に打ち込むことなく反射体7を測点3上に位置付けることができる。
測量用ターゲット1を設置する場合には、まず、錘29の頂点が測点3の十字マークの中心に一致するように支柱11の位置を決め、即ち求心作業を行い、その後打ち込んで固定する。
打ち込んでいく途中で位置ずれする場合もあるが、支柱11の傾きを変えながら適宜修正すればよい。
反射体7は水平面における方向性を有しないので、支柱11の打ち込み位置は測点3の周囲全体に亘ってどの位置でもよく、部分的に硬い場所があって打ち込みにくい場合には位置を変えればよい。
反射体7の高さ、すなわち支柱11の高さ寸法は、打ち込み後に反射体7が後述する測量装置から視準できる範囲で適宜に設定される。また、支柱11の打ち込み量は、風や自動車等の通行による軽振動等により倒れたり動いたりしない程度である。
本実施形態では、支持体5を、1本の支柱11を打ち込むことにより固定する構成としたが、反射体7を3本以上の脚で支持する構成としてもよい。この場合打ち込み作業は不要となる。

本実施形態におけるレーザースキャナー31のスキャニング角は、図3に示すように、ラインスキャン(上下)方向が80°で、フレームスキャン(左右)方向が360°である。
