前記像担持体の周面に対向配置され、前記像担持体に付着している残トナーを電位差に基づいて暫定的に回収し、蓄積された前記残トナーを所定のインターバルで前記像担持体との電位差に基づいて吐出して、当該像担持体を介して排出するローラ形状のトナー回収/吐出手段と、
前記トナー回収/吐出手段の回転軸と同軸に連結され、且つ、前記像担持体の周面の画像形成領域外に接触配置された回転体と、
前記回転体の周面へ所定の電圧を印加する電圧印加手段と、
前記トナー回収/吐出手段へ前記残トナーを回収する場合に、前記電圧印加手段による電圧を制御して前記像担持体との電位差を相対的に小さくすることにより前記回転体の持つ回転負荷で前記トナー回収/吐出手段を前記像担持体の周面に対して相対移動させ、また、前記トナー回収/吐出手段より蓄積残トナーを吐出する場合に、前記電圧印加手段による電圧を制御して前記像担持体との電位差を相対的に大きくすることにより静電気力で前記回転体と前記像担持体とを磁着させ、前記トナー回収/吐出手段を前記像担持体に従動する回転をさせる電位差制御手段と、
