選択された保持手段に、受信したパケットを書き込む書き込み手段と、
各保持手段に書き込まれたパケットを保持手段ごとに定められた読み出し速度で読み出し保持する、保持手段ごとに設けられた読出保持手段と、
パケットが書き込まれた読出保持手段の中から、前記各保持手段に定められた優先度に基づき、送出対象のパケットが書き込まれた読出保持手段を選択する選択手段と、
選択した読出保持手段から、パケットを読み出し外部へ送出する送出手段と、
