本発明は送信電力制御方式に関し、特に無線基地局装置呼処理制御部に適用され、高電力で送信している移動端末の出現により他の移動端末の送信電力が過度に増大することを防止する送信電力制御方式に関する。

【従来の技術】
最近、世界で標準化を進めている第3世代移動通信方式としてIMT2000方式がある。IMTはInternational Mobile Telecommunicationの略で、2000は2000MHz(2GHz)の周波数を意味するとされている。IMT2000方式は屋内/屋外利用のコードレス電話、自動車電話、携帯電話、ぺージャ等、また静止状態から高速移動までの基本サービス、FAX、データ、ディジタル画像等の非電話系サービスが扱われ、国際的に共通性、互換性のあるシステムとして実現化が図られている。

IMT2000方式では、移動端末から送信される複数の上り信号は、互いに干渉波となる。この干渉の程度は、移動端末の送信電力からも影響を受ける。移動端末の送信電力レベルが大きい程与える干渉も大きく、干渉が大きい程無線回線の容量が減少してしまい、収容ユーザ数に影響を与えてしまうことになる。

こうした干渉の問題を解決するために、IMT2000方式の無線基地局装置では、送信電力の制御を行うパワーコントロールと呼ばれる処理が行われている。パワーコントロールとは、移動端末から送信されてくる上り信号の受信レベルを測定し、移動端末が適切な送信レベルで送信できるように制御する処理である。

移動端末と交信する基地局の呼処理制御部では、無線回線容量の増大を図る観点から、移動端末(以下、MS:Mobile Systemと記す)との間で上り送信電力制御が行われる。

もし、隣接セル(無線状態が非常に悪い)から自セルに(無線状態が非常に良い)、非常に高い電力で送信しているMS(以下、MS−Hiと記す)が飛び込んできた場合を想定する。自セル内では無線状態が非常に良いので、各MSは低い送信電力で呼接続できる状態にある。実際、自セル内のMSは(以下、MS−Loと記す)は低い送信電力で呼接続できているので、MS−Hiも低い送信電力で呼接続できることになる。それにもかかわらず、MS−Hiは非常に高い送信電力で送信している。

このような状況の場合、MS−Hiはその他のMS−Loへの干渉となってしまうので、低い電力で送信していたMS−LoはMS−Hiに対向して一斉に電力を上げてしまうことになる。一斉に電力が上るとお互いが干渉となってしまうので、各MSはさらに電力をあげてしまい、最終的には少ないユーザにも関わらず送信電力制御の上限にまで送信電力が増大し、無線回線の容量が限界になってしまう可能性が生じる。

従来の送信電力制御方式は、送信電力制御(TPC)ビット検出部が検出するTPC信号に基づいて、制御周期Tで送信部の送信電力を制御し、また移動局では基地局からの受信電力を制御周期Tで平均化して測定し、TPCビット生成部が測定電力と基準値とを比較してTPC信号を生成し基地局に送信している(例えば、特許文献1参照。)。

【発明が解決しようとする課題】
上述した従来の送信電力制御方式は、隣接セル(無線状態が非常に悪い)から自セルに(無線状態が非常に良い)、非常に高い電力で送信しているMS(以下、MS−Hiと記す)が飛び込んできた場合、自セル内では無線状態が非常に良いので、各MSは低い送信電力で呼接続できる状態にあるが、MS−Hiは非常に高い送信電力で送信しているので、MS−Hiはその他のMS−Loへの干渉となるのみならず、低い電力で送信していたMS−LoはMS−Hiに対向して一斉に電力を上げてしまうことになり、少ないユーザにも関わらず送信電力制御の上限にまで送信電力が増大し、無線回線の容量が限界となるという欠点を有している。
