本発明は、複数グループから成る集合体において前記複数グループの総使用電力が前記集合体の目標供給電力を超過することを防止する目標電力制御システム、制御プログラムおよび制御方法に関する。

【従来の技術】
設備機器を有する工場やビルなどにおいて設備機器の使用電力が目標供給電力を超過することを防止する代表的な技術として、デマンド制御装置およびデマンド監視装置が広く知られている。図1には、一例としてこのデマンド制御装置140を複数の小工場11a,11b,11cから成る工場に設置した場合を示した。図1に示されるように、デマンド制御装置140は、契約メータ150、設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cおよび警報機161に接続されて使用される。なお、ここでは、設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cに制御優先順位がつけられている。

このように接続されたデマンド制御装置140は、先ず、契約メータ150から得られるデータに基づいて設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cへの総供給電力の変化を監視する。次に、このデマンド制御装置140は、デマンド時限ごとの設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cへの最大供給電力を連続的に予測する。そして、この予測された最大供給電力が目標供給電力を超過する恐れが生じた場合に、このデマンド制御装置140は、警報機161により警報を発令して制御優先順位の高い設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cから順番に運転停止させる。その後、供給電力に余裕ができた場合には、このデマンド制御装置140は、設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cへの電力供給を自動復帰させる(例えば、特許文献1参照。)。

一方、デマンド監視装置は、基本的にはデマンド制御装置140と同様であるが、目標供給電力を超過する恐れが生じた場合に、自動的に制御するのではなく、工場人員にそのことを放送で伝達して制御優先順位の高い設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cから順番に手動で電源を遮断するように命令する点が異なる(例えば、特許文献2参照。)。

このようにして、デマンド制御装置140は、設備機器1a,2a,3a,4b,5b,6b,7c,8c,9cの総使用電力が目標供給電力を超過することを防止することができる。しかしながら、一部特定の者が工場の目標供給電力をデマンド制御装置140に設定して、以降は自動的に電力管理を行う形態を採用すると、小工場所属人員が、所属小工場11a,11b,11cの省エネルギー化および省コスト化活動に対する貢献度を知ることができず、具体的な省エネルギー化および省コスト化活動に取り組めない。

【課題を解決するための手段】
請求項1に係る目標電力制御システムは、設備機器を有するグループ複数から成る集合体において複数グループの総使用電力が集合体の目標供給電力を超過することを防止する目標電力制御システムであって、複数グループ目標電力設定手段および目標電力変更手段を備える。複数グループ目標電力設定手段は、複数グループそれぞれの目標電力を設定する。目標電力変更手段は、複数グループの総使用電力が集合体の目標供給電力を超過しそうになった場合に、複数グループそれぞれの目標電力を変更する。

ここでは、制御システムは、供給電力計測手段で、複数グループへの総供給電力をデマンド時限に同期して計測する。そして、予想供給電力算出手段で、供給電力計測手段で計測されたデータに基づいてデマンド時限における予想供給電力を算出する。このため、複数グループへの総供給電力が集合体の目標供給電力を超過するのをいち早く予測して対応することが可能となる。また、この制御システムは、差分電力算出手段で、デマンド時限において予想供給電力が集合体の目標供給電力を超過すると予測された時点で、予想供給電力と集合体の目標供給電力との差分を算出する。差分電力配分手段では、この差分電力を複数グループそれぞれに配分する。そして、目標電力変更手段は、デマンド時限に同期して、複数グループそれぞれの目標電力を、差分電力配分手段で配分された電力だけ低減する。このため、この制御システムは、複数グループへの供給電力が集合体の目標供給電力を超過しないようにするために最低限必要な電力のみを複数グループそれぞれに配分するため、複数グループそれぞれの負担を軽微なものとすることができる。

本発明の第1実施形態に係る目標電力制御システム30の構成および制御形態を図2に示す。なお、ここに例示する目標電力制御システム30は、小工場A11aおよび小工場B11bから成る工場21において小工場11a,11bの総使用電力が工場21全体の目標供給電力を超過することを防止し、かつ、小工場所属人員が、所属小工場11a,11bの省エネルギー化および省コスト化活動に対する貢献度を知ることができ、具体的な省エネルギー化および省コスト化活動に取り組める目標電力制御システム30である。

[目標電力制御システム30の構成要素とその説明]
図2に示す目標電力制御システム30は、目標電力制御装置170、制御プログラム130、契約メータ150、電力データ管理コンピュータ101,111,121、電力メータ190、設備機器1a,2a,3a,4b,5b,6b、警報機161、小工場用コンピュータ41およびプリンタ123から構成されている。ここでは、設備機器1a,2a,3a,4b,5b,6bには、制御を受ける優先順位が設定されている。

目標電力制御装置170には、制御プログラム130がインストールされている。そして、この目標電力制御装置170は、プログラム実行部172でこの制御プログラム130を実行する。
制御プログラム130は、小工場目標電力入力ルーチン42、契約メータ読み取りルーチン220、小工場電力メータ読み取りルーチン230、小工場デマンド監視ルーチン240、目標電力再計算ルーチン52および再計算目標電力送信ルーチン53を備えている。小工場目標電力入力ルーチン42は、小工場11a,11bにそれぞれ設置されている小工場用コンピュータ41に目標電力を入力することを要求する。契約メータ読み取りルーチン220は、契約メータ150から供給電力データを時系列に受信して記憶する。小工場電力メータ読み取りルーチン230は、小工場11a,11bにそれぞれ設置されている電力メータ190から小工場11a,11bそれぞれの使用電力データを時系列で受信して記憶する。小工場デマンド監視ルーチン240は、予想使用電力算出ルーチン241を備えている。予想使用電力算出ルーチン241は、小工場電力メータ読み取りルーチン230で受信した使用電力データに基づいて小工場11a,11bそれぞれの予想使用電力を算出する。

目標電力再計算ルーチン52は、契約メータ150で測定されている工場21への供給電力が、目標電力制御装置170に設定されている目標供給電力超過防止レベルに達すると、小工場目標電力入力ルーチン42に入力された小工場11a,11bそれぞれの目標電力を所定割合だけカットする計算を行う。再計算目標電力送信ルーチン53は、再計算されたそれぞれの目標電力を小工場11a,11bの小工場用コンピュータ41にそれぞれ送信して、さらに、目標電力変更告知放送を行う。

図3に示すフローチャートおいて、ステップS1では、小工場目標電力入力ルーチン42が小工場11a,11bにそれぞれ設置されている小工場用コンピュータ41に目標電力を入力することを要求する。そして、小工場所属人員は、その小工場11a,11bでそれぞれ検討された目標電力をそれぞれの小工場用コンピュータ41から入力する。ステップS2では、小工場電力メータ読み取りルーチン230が、小工場11a,11bにそれぞれ設置されている電力メータ190から小工場11a,11bそれぞれの使用電力データを時系列で受信して記憶する。ステップS3では、小工場デマンド監視ルーチン240に備えられている予想使用電力算出ルーチン241が、先の使用電力データに基づいて小工場11a,11bそれぞれの予想使用電力を算出する。そして、ステップS4では、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力を超過しているかを確認する。ステップS4での確認の結果、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力を超過していなければ、ステップS2に戻る。ステップS4での確認の結果、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力を超過していれば、ステップS5で、制御指令放送が行われる。そして、ステップS6で、小工場所属人員が、電力メータ190を見ながら優先順位の高い設備機器1a,2a,3a,4b,5b,6bの電源を遮断して使用電力を所定のレベルまで低減する。ステップS7では、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力を下回ったかを確認する。ステップS7での確認の結果、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力をまだ下回っていなければ、ステップS5に戻る。ステップS7での確認の結果、小工場11a,11bそれぞれの予想使用電力が小工場11a,11bそれぞれの目標電力を下回っていれば、ステップS8で、制御解除放送が行われる。そして、ステップS9では、小工場所属人員が、設備機器1a,2a,3a,4b,5b,6bの電源を入れて運転を再開する。

(2)工場21全体における目標供給電力の制御
図4に示すフローチャートおいて、ステップS10では、契約メータ読み取りルーチン220が、契約メータ150から小工場11a,11bへの総供給電力データを時系列に受信して記憶する。そして、ステップS11では、小工場11a,11bの総使用電力が工場21全体の目標供給電力超過防止レベルに達したかを確認する。ステップS11での確認の結果、小工場11a,11bの総使用電力が目標供給電力超過防止レベルに達していなければ、ステップS10に戻る。ステップS11での確認の結果、小工場11a,11bの総使用電力が目標供給電力超過防止レベルに達していれば、ステップS12で、小工場11a,11bそれぞれの目標電力を再計算する。再計算では、その時点での小工場A11aと小工場B11bとの使用電力の比をとって工場21全体の目標供給電力をその比で分割する。そして、ステップS13で、再計算された小工場11a,11bそれぞれの目標電力を小工場用コンピュータ41にそれぞれ送信する。ステップS14では、ステップS12での送信がトリガーとなって目標電力変更告知放送が行われる。S15では、小工場11a,11bそれぞれの小工場用コンピュータ41が再計算された小工場11a,11bそれぞれの目標電力を表示する。そして、処理PのステップS1において、再計算された目標電力が再入力される。後の処理は処理Pで説明したように行われる。

ここでは、契約メータ150で測定されている小工場11a,11bの総使用電力が、工場21全体の目標供給電力超過防止レベルに達すると、目標電力再計算ルーチン52が、小工場11a,11bそれぞれの目標電力を所定割合だけカットする計算を行う。そして、再計算目標電力送信ルーチン53は、再計算された小工場11a,11bそれぞれの目標電力を小工場11a,11bにそれぞれ設置されている小工場用コンピュータ41に送信する。そして、その送信がトリガーとなり目標電力変更告知放送が行われ小工場11a,11bに所属する人員に目標電力が変更されたことを知らせる。それから、送信された目標電力は小工場用コンピュータ41に表示される。さらに、小工場デマンド監視ルーチン240が、新しく設定された目標電力を遵守するために、小工場所属人員にそのことを制御指令放送で伝達して設備機器1a,2a,3a,4b,5b,6bの電源を遮断して使用電力を所定のレベルまで低減することを促す。したがって、この目標電力制御システム30は、工場21全体の目標電力を遵守することができる。

ここでは、電力データ管理コンピュータ101,111,121は、契約メータ読み取りルーチン220および小工場電力メータ読み取りルーチン230で読み取った電力値を受信して記憶する。また、この電力データ管理コンピュータ101,111,121には、データ加工用のソフトウェアをインストールされている。したがって、記憶されたデータを加工することも可能である。ここで、例えば、先のデータを加工して、小工場A11a、小工場B11bおよび工場21全体の電力データを時系列に示した図を作成したとすると、小工場11a,11bそれぞれの使用電力ピーク時間帯や小工場11a,11bの総使用電力ピーク時間帯などを検討することができる。このため、小工場11a,11b間で協議するなどして、小工場11a,11bぞれぞれの使用電力ピーク時間帯をシフトさせて小工場11a,11bの総使用電力を平坦化する活動などを行うことができる。

<第1実施形態の変形例>
(1)工場21全体における目標供給電力の制御の変形例
第1実施形態では、小工場11a,11bへの総供給電力に対して目標供給電力超過防止レベルを設定して閾値的に目標供給電力を遵守していたが、これに代えて、従来技術に記載されているデマンド制御装置140のような形態を用いてもよい。つまり、契約メータ読み取りルーチン220が受信して記憶している小工場11a,11bへの総供給電力に基づいて予想総供給電力を算出し、予想総供給電力が目標供給電力を超過した場合に、小工場11a,11bそれぞれの目標電力を変更するということである。

(2)コンピュータシステムの変形例
第1実施形態では、電力データ管理コンピュータ101,111,121を目標電力制御装置170に接続していたが、これの代替案として次に示すようなことが考えられる。データサーバを目標電力制御装置170に接続して、電力データをこのデータサーバに記憶させる。そして、小工場11a,11bにそれぞれ設置されている小工場用コンピュータ41をデータサーバにネットワークを介して接続する。さらに、これらの小工場用コンピュータ41にそれぞれデータ加工用のソフトウェアをインストールし、プリンタ123を接続する。このようにすれば、データの加工や出力を行うときに、小工場11a,11b内でデータ加工作業やデータ出力作業を行うことができるので便利である。
